    Mhlontlo Seeks Cleaning Material Supplier for 1-Year Contract

    The Kumkani Mhlontlo Local Municipality in the Eastern Cape has issued a Request for Quotation (RFQ) under reference number SND/CL/CPS/2025-26MHLM for the supply and delivery of cleaning materials to support municipal operations across its administrative offices and service points. The contract will run for one (1) year and requires a reliable, compliant supplier capable of delivering quality hygiene products on time. Submissions must be hand-delivered in hard copy by 12:00 on Friday, 13 March 2026, to the Municipal offices in Qumbu.

    This is a strategic opportunity for established cleaning product suppliers to support essential public services in a rural municipality.

    Scope of Supply: Essential Cleaning and Hygiene Products

    The successful supplier will deliver a range of standard cleaning consumables, including:

    • General-purpose cleaners, disinfectants, degreasers, and glass cleaners
    • Floor care detergents, polishes, and mops
    • Sanitary consumables (toilet paper, soap, bin liners, air fresheners)
    • Hand sanitisers, gloves, and surface wipes
    • Waste bags and cleaning tools (brooms, buckets, sponges, etc.)

    All items must be new, unused, SABS-compliant, and suitable for use in public sector environments.

    Mandatory Submission Requirements

    To be considered, quotations must include:

    • A completed pricing schedule with unit price (incl. VAT), quantity, and total amount
    • Valid SARS Tax Compliance PIN or clearance certificate
    • Proof of registration on the Central Supplier Database (CSD)
    • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
    • Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
    • Proof of municipal rates compliance or lease agreement within the Mhlontlo municipal area (to claim locality points)

    Quotations must be submitted in hard copy only—no email, fax, or postal submissions will be accepted.

    Evaluation Criteria: 80/20 Preferential Procurement System

    Quotations will be scored using the 80/20 system:

    • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
    • 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within Mhlontlo Municipality

    Failure to submit proof of locality or B-BBEE status will result in zero preference points.
