Comprehensive Scope: Connectivity, Security, and Communication Services
The successful bidder will deliver end-to-end digital services across 30 municipal sites, including Potchefstroom and Ventersdorp, with the following key deliverables:
- 300 Mbps symmetric dedicated fibre internet at the main Potchefstroom building
- Site-to-site WAN connectivity linking all 30 locations via managed routers and firewalls
- Email hosting for 400 users with domain migration support
- Inbound and outbound spam filtering with real-time threat protection
- 30-minute UPS backup at every site to maintain uptime during outages
- 24/7 helpdesk support, centralized monitoring dashboard, and monthly performance reporting
All services must guarantee ≥95% annual uptime and comply with municipal IT security policies.
Mandatory Compliance and Technical Requirements
Bidders must demonstrate:
- Valid registration on the Central Supplier Database (CSD) with supplier number
- SARS Tax Compliance PIN and proof of good standing
- Minimum three reference contracts for similar services, with values of at least R500,000 for internet and R20,000 for site-to-site connections
- Capacity to provide dedicated, uncontented (1:1 ratio) bandwidth
- Experience in municipal or public sector ICT deployments
Submissions lacking these elements will be disqualified.
Evaluation Process: Functionality and 80/20 Preference System
Proposals will undergo a two-stage evaluation:
- Functionality Assessment: Bidders must score at least 80% (32 out of 40 points) on criteria including technical capability, past performance, and service design
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant bid = 80)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and local presence in JB Marks jurisdiction)
Only technically compliant bidders who meet the functionality threshold will proceed to price evaluation.
