The uThukela District Municipality in KwaZulu-Natal has issued an open Request for Bid under tender number 05/2025-CES to establish a pre-qualified panel of consulting engineering firms for the provision of professional services on municipal infrastructure projects over a 36-month period. The panel will support critical development in water, sanitation, roads, and municipal planning across the district on an “as and when required” basis. Proposals must be submitted in hard copy by 12:00 on Monday, 19 January 2026, and delivered to the Municipality’s offices in Ladysmith.
This is a strategic appointment aimed at accelerating service delivery, ensuring technical compliance, and building local engineering capacity in line with national infrastructure and transformation mandates.
Scope of Professional Services Across Key Infrastructure Domains
Appointed consultants will be engaged to deliver end-to-end engineering services across multiple disciplines, including:
- Water reticulation, purification, and master planning
- Sewerage reticulation, treatment, and system upgrades
- Road, stormwater, and bulk infrastructure design
- Construction supervision and contract administration
- GIS mapping, feasibility studies, and environmental assessments
All services must comply with ECSA guidelines, MFMA, CIDB, and relevant grant frameworks such as MIG, WSIG, and RBIG. Consultants must be capable of full project lifecycle delivery—from inception to completion—and possess proven experience in KwaZulu-Natal municipal contexts.
Mandatory Eligibility and Documentation Requirements
To be considered, bidders must submit the following non-negotiable documents:
- Valid ECSA registration and proof of professional indemnity insurance (minimum R15 million)
- Central Supplier Database (CSD) registration number
- SARS Tax Compliance PIN
- Municipal rates clearance letter and proof of good standing with local authorities
- Company profile, audited financial statements, and VAT certificate
- Detailed CVs of key personnel with verifiable experience in municipal infrastructure
- At least three reference letters for projects over R20 million completed in the past five years in KZN
Joint ventures must submit a notarised JV agreement and ensure all partners meet the criteria.
Evaluation Criteria: 70% Functionality Threshold and 90/10 Preference System
Bids will undergo a two-phase evaluation:
Phase 1 – Functionality Assessment (100 points)
- Key Personnel & Staff Capacity (12 pts)
- Regional Experience (KZN Projects > R20M) (10 pts)
- Municipal Environment Knowledge (5 pts)
- Project Management Track Record (10 pts)
- Professional Body Membership (e.g., CESA) (5 pts)
- Quality Assurance Systems (5 pts)
- Total General Quality Criteria: 65 pts
- Project-Specific Technical Capacity: 15 pts
- Minimum 70 points required to proceed
Phase 2 – Final Scoring
- 90 points: Price (lowest compliant = 90)
- 10 points: B-BBEE level and specific goals (women, youth, disability ownership)
Only technically compliant and responsive bids will be scored on price and preference.
