The Development Bank of Southern Africa (DBSA) has issued a Request for Proposal (RFP) under reference number RFP155/2025 for the complete rebuild and ongoing support of its corporate website. This strategic digital transformation initiative aims to modernise DBSA’s online presence, enhance stakeholder engagement, and align with its developmental mandate across Africa. The new platform must be user-centric, accessible (WCAG 2.1 AA compliant), mobile-first, and capable of integrating with GIS and third-party systems. Proposals must be submitted electronically by 23:30 on Monday, 2 February 2026.
A compulsory online briefing session will be held via Microsoft Teams on Wednesday, 14 January 2026 at 10:00. Attendance is mandatory for bid eligibility.
Strategic Scope: Modern, Accessible, and Future-Ready Digital Platform
The successful service provider will deliver a comprehensive solution including:
- Full discovery, design, development, testing, and deployment of a new headless CMS-based website
- WCAG 2.1 AA accessibility compliance, verified through automated and manual screen reader testing
- Integration with Geographic Information Systems (GIS) for dynamic project mapping
- Multilingual capability (English primary; framework must support future African languages)
- Analytics, SEO, AI-driven content optimisation, and robust content governance
- 12 months of post-launch support, maintenance, and SLA-based reporting
The website must reflect DBSA’s role in infrastructure financing across SADC and the African continent.
Mandatory Requirements and Team Composition
Bidders must propose a multidisciplinary team with proven expertise in:
- Technical Architecture & CMS implementation
- Information Architecture & Content Strategy
- UX/UI Design and Accessibility
- Front-end and back-end Development
- Digital Strategy, SEO, and Analytics
- Agile Project Management
All team members must submit detailed CVs, and bidders must provide three verifiable case studies of similar-scale public or development sector websites. A mock-up of key templates (homepage, landing page, content page) is required.
Three-Stage Evaluation with 70% Functionality Threshold
Proposals will be assessed in three phases:
- Pre-Qualifying Criteria: Verification of CSD, SARS compliance, and mandatory documentation
- Functional Evaluation (100 points):
- Stage Gate 1(a): Technical approach, team, and case studies (80 pts, min 56 required)
- Stage Gate 1(b): UI/UX mock-up and demonstration (20 pts, min 14 required)
- Price and Preference (80/20 System):
- 80 points: Price (lowest compliant = 80)
- 20 points: B-BBEE status level (Level 1 = 20 pts)
Only bidders scoring 70% or higher in functionality will proceed to price evaluation.

- Query Deadline: 28 January 2026 at 16:30
- Closing Date & Time: 2 February 2026 at 23:30 (SAST)

- Bid Validity: 120 days from closing date
