Ramotshere Moiloa Municipality Tender: Cemetery Perimeter Wall

The Ramotshere Moiloa Local Municipality (RMLM) has issued an open Request for Bid under tender number RMLM SCM:2025/2026-COMM 06B for the appointment of a General Building Contractor to construct a perimeter wall at Zeerust Cemetery. The project aims to secure the cemetery grounds, prevent livestock intrusion, deter illegal dumping, and enhance community dignity. Only contractors with a valid CIDB grading of 3GB or higher may apply. Submissions close at 11:00 on Thursday, 5 February 2026, and a compulsory briefing session will be held on 14 January 2026 at 11:00 in the Council Chamber, Zeerust.

This is a once-off construction contract with significant local impact and strict compliance requirements.

Project Scope: Construction of Secure Perimeter Wall

The successful contractor will be responsible for the full construction of a durable perimeter wall around the Zeerust Cemetery, including:

  • Site preparation, excavation, and foundation work
  • Supply and installation of reinforced concrete wall sections
  • Construction of access points and integration with existing infrastructure
  • Health, safety, and environmental compliance throughout the project lifecycle
  • Provision of a Community Liaison Officer and adherence to local labour engagement protocols

All work must conform to SANS 10100, CIDB standards, and municipal specifications outlined in the tender documentation.

Mandatory Pre-Qualification and Documentation

Bidders must submit the following to be considered:

  • Valid CIDB Contractor Registration (Grade 3GB or higher)
  • Proof of registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN
  • COIDA Letter of Good Standing
  • Certified company registration and VAT certificates
  • Bank confirmation letter (not older than 3 months)
  • Municipal rates clearance letter, tribal authority letter, or valid lease agreement
  • Proof of payment for the non-refundable tender document fee (if applicable)
  • Board resolution authorizing the signatory to bind the company

Joint ventures must submit a notarised joint venture agreement and individual compliance documents for all partners.

Evaluation Criteria: 70% Functionality Threshold and 80/20 Preference

Bids will undergo a two-stage evaluation:

Stage 1 – Functionality Assessment (100 points)

  • Financial Risk Rating: 20 points
  • Similar Projects Completed: 50 points
  • Project Team Experience: 30 points
  • Minimum 70 points required to proceed

Stage 2 – Price and Specific Goals (80/20 System)

  • 80 points: Price (lowest compliant bid = 80)
  • 20 points: Preference for locality, women, youth, disability, and black ownership (4 points each)

All preference claims require a completed SBD 6.1 form and supporting documentation.
