Limpopo Tenders Moutse Traffic Station Maintenance

The Limpopo Department of Community Safety and Transport Management has issued a Request for Quotation (RFQ) under tender number RQ-017976 for the maintenance of the Moutse Traffic Station located on the R100 Road near Dennilton. This essential infrastructure project aims to restore and preserve the operational integrity of the station’s facilities, ensuring a safe and functional environment for traffic officers and the public. Submissions close at 11:00 on Thursday, 5 February 2026, and a compulsory site briefing will be held at the Moutse Traffic Station.

Only CIDB-registered contractors with a grading of 1GB or higher may apply. The contract will be awarded under the 80/20 Preferential Procurement system, with strong emphasis on local Limpopo-based enterprises.

Scope of Work: Comprehensive Building and Facility Repairs

The selected contractor will execute a range of maintenance and repair tasks, including:

  • Repair and refurbishment of internal and external plastered walls, ceilings, and cornices
  • Concrete floor repairs and skirting replacement
  • Tiling and grouting in ablution and kitchen areas
  • Gutter and downpipe maintenance, including replacement where necessary
  • Security fence and gate repairs, including minor civil works
  • General painting of interior and exterior surfaces

All work must comply with SANS 10400 building regulations and be executed using quality materials suitable for public infrastructure. The works are to be completed within a three-month period from contract commencement.

Mandatory Requirements: CIDB, CSD, and Site Attendance

Bidders must meet the following non-negotiable conditions:

  • Valid CIDB registration (Grade 1GB or higher) in the General Building (GB) class
  • Active registration on the Central Supplier Database (CSD) with a valid MAAA supplier number
  • SARS Tax Compliance PIN
  • COIDA Certificate of Good Standing
  • Submission of SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Proof of attendance at the compulsory site briefing at Moutse Traffic Station

Joint ventures must provide a notarised agreement and ensure all partners meet the above criteria.

Evaluation Criteria: 80/20 System with Local Preference

Proposals will be evaluated using the 80/20 Preferential Procurement system:

  • 80 points: Price (lowest compliant quotation = 80; others scored proportionally)
  • 20 points: Specific Goals, including:
    • 6 points: 100% Black ownership
    • 4 points: Women ownership
    • 4 points: Youth (18–35) ownership
    • 3 points: Disability ownership
    • 3 points: Locality – contractor based in Limpopo Province

All preference claims must be substantiated with a completed SBD 6.1 form and supporting documentation (e.g., CSD report, B-BBEE certificate).
