- Vegetables: Potatoes (20,000 kg), Gemsquash (3,800 kg), Carrots (1,800 kg), Onions (2,200 kg), Tomatoes (1,200 kg), and more
- Fruits: Apples (2,700 kg), Bananas (2,700 kg), Oranges (3,200 kg), Pears (3,200 kg)
Quantities are indicative and may be adjusted based on hospital demand. All items must meet specified quality standards (e.g., firm bananas, blemish-free apples, fresh cultivars). Deliveries must occur weekly, Monday to Friday between 07:30–12:00 or 14:00–16:00, as coordinated with the Food Services Department.
Mandatory Compliance and Documentation Requirements
Bidders must submit the following non-negotiable documents:
- Valid Certificate of Acceptability (COA) under Regulation R638 (2018)
- Halaal certification from the Muslim Judicial Council (for applicable items)
- Valid HACCP food safety management system certificate
- Proof of Central Supplier Database (CSD) registration
- SARS Tax Compliance PIN
- Audited financial statements or management accounts
- Delivery vehicle compliance checklist (temperature-controlled, sanitized, food-dedicated)
- Signed SBD 4 (Disclosure) and SBD 6.1 (Preference Points Claim)
All goods must comply with the Foodstuffs, Cosmetics and Disinfectants Act and related hygiene regulations.
Evaluation Process: Three-Stage Assessment with Sample Testing
Bids will be evaluated in three phases:
- Administrative & Technical Compliance: Verification of all mandatory documents
- Sample Evaluation: Shortlisted bidders must provide physical samples for quality assessment
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant bid = 80)
- 20 points: B-BBEE status level (Level 1 = 20 pts, Level 2 = 18 pts, etc.)
The Western Cape Department of Health reserves the right to conduct unannounced site visits to warehouses, distribution centers, or farms to verify capacity and compliance.
