Umgeni-uThukela Water (UUW) has issued an open Request for Bid under reference 2025/009(A) for the Provision of Cleaning Services at the Durban Heights Waterworks and UUW Durban Heights Training Centre for a period of five (5) years. This long-term contract aims to maintain the highest standards of hygiene, safety, and operational cleanliness across critical water infrastructure and training facilities in KwaZulu-Natal. Tender Overview and Facility Scope
The scope covers two key UUW sites: the Durban Heights Waterworks, a major water treatment and pumping complex, and the UUW Durban Heights Training Centre, which hosts staff development programs. The appointed service provider will be responsible for end-to-end cleaning across offices, operational areas, restrooms, kitchens, parking zones, and specialized technical spaces—including high-rise windows, tunnels, compressors rooms, and meter chambers.
Comprehensive Cleaning Requirements and Staffing
The successful bidder must supply all labour, consumables, and equipment to execute daily, weekly, monthly, and six-monthly cleaning tasks, including:
- Daily disinfection of high-touch surfaces, toilets, and kitchens
- Weekly cleaning of blinds, railings, and parking areas
- Monthly window and air-conditioning unit maintenance
- Six-monthly steam cleaning of carpets, upholstery, and blinds
- Provision of 14 full-time cleaning staff (11 for Waterworks, 3 for Training Centre), including supervisors
All personnel must comply with COIDA, UIF, and Occupational Health and Safety Act (85 of 1993) requirements. The contractor must also provide PPE, uniforms, training, and annual medicals for all staff.
Mandatory Documentation and Compliance Criteria
Bidders must submit the following:
- Valid SARS Tax Compliance Status (TCS) PIN
- Central Supplier Database (CSD) registration and full report
- Completed SBD 1 (Invitation to Tender), SBD 4 (Declaration of Interest), and all returnable schedules
- Company profile, reference letters, and CVs of key personnel
- Pricing schedule (firm for Year 1, with CPI escalation thereafter)
All documents must be neatly bound in one original hard copy, accompanied by a USB with soft copies. Incomplete or non-compliant bids will be disqualified.
Evaluation Methodology and Preference Points
Bids will undergo a three-stage evaluation:
- Mandatory Compliance: Verification of all administrative requirements
- Functionality Assessment: Scoring based on experience, resource capacity, technical understanding, and methodology (minimum 70% required)
- 80/20 Preferential Procurement System:
- 80 points for price competitiveness
- 20 points for specific goals:
- 20 points: Business located within Newlands, Clermont, KwaDabeka, KwaMashu, Reservoir Hills, or Ntuzuma
Only bidders passing all stages will be considered for award.
