All materials must meet SANS standards and be suitable for municipal civil works. Quotations must be firm, all-inclusive (VAT, transport, offloading), and valid for 90 days from the closing date. Delivery must be made to the municipal site at 222 Barker Street, Danielskuil, 8405, within the agreed timeframe.
Mandatory Documentation and Compliance Criteria
To be considered responsive, bidders must submit the following:
- Valid SARS Tax Compliance Status (TCS) PIN
- Central Supplier Database (CSD) registration and full report
- Completed MBD forms, including MBD 1 (Invitation to Bid), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Past SCM Practices), and MBD 9 (Independent Bid Determination)
- Company registration documents and certified ID copies of all directors
- Municipal rates clearance or proof of payment arrangements (not in arrears for more than 90 days)
All documents must be signed, initialed, and submitted in black ink. Incomplete, unsigned, or pencil-written submissions will be disqualified.
Evaluation Methodology and Preference Points
The RFQ will be evaluated using the 80/20 Preferential Procurement System:
- 80 points for price competitiveness (lowest compliant quote receives full points)
- 20 points for specific empowerment goals, including Black, women, youth, and disability ownership
Local content requirements in line with SATS 1286:2011 also apply, and bidders must declare the percentage of local value added in their submission.
