Are you a Black entrepreneur looking to start or expand a tourism business in South Africa? The Tourism Transformation Fund (TTF) is a powerful funding programme designed to help you do exactly that.
Launched in 2018 through a partnership between the Department of Tourism and the National Empowerment Fund (NEF), the TTF aims to accelerate transformation in the tourism sector by supporting the growth and sustainability of black-owned tourism enterprises.
What Does the TTF Offer?
The TTF offers a blended finance model combining:
- Grant funding (up to R5 million per beneficiary)
- Debt financing
- Equity contributions
This blended approach helps reduce the cost of capital and makes it easier for black-owned businesses to access the funding they need to grow or expand. The grant portion can cover up to 50% of the total approved loan or equity contribution, making it more affordable to secure investment.
Who Can Apply?
To be eligible for funding through the TTF, applicants must:
- Be majority black-owned and black-managed
- Operate a business that provides services directly to tourists
- Be a registered South African business (EME or QSE under the Tourism B-BBEE Sector Code)
- Demonstrate commercial viability of the proposed project
- Be actively involved in the business operations
- Submit a valid B-BBEE affidavit or certificate
What Kinds of Projects Qualify?
The fund supports both new and existing tourism businesses that are:
- Located anywhere in South Africa
- Providing services like accommodation, hospitality, tour operations, attractions, or other tourism-related experiences
- Focused on innovation, job creation, community empowerment, or destination development
Priority is given to:
- Businesses owned by women, youth, people with disabilities, and rural-based entrepreneurs
- Projects with high job creation potential

- A completed NEF application form
- Business plan and financial projections
- TTF checklist and supporting documents
