The Public Protector South Africa (PPSA) invites qualified service providers to submit quotations for the collection of recycle papers and e-waste at all 16 PPSA offices across South Africa. This Request for Quotation (REQ000000) offers a contract opportunity in the waste management and recycling sector.
Tender Overview and Contract Duration
The appointed service provider will collect recycle papers and e-waste from 16 PPSA offices nationwide. The contract period is nine years and 11 months, subject to review of the service provider’s performance. Proposals are determined per kilogram offered to PPSA.
Scope of Recycling and E-Waste Services
The successful bidder will be responsible for:
- Collection of shredded paper and e-waste from all 16 PPSA offices
- Transport costs, labour costs, and secure shredding of confidential documents
- Bundling costs at their site
- Issuing of a Destruction Certificate
- Servicing offices in Free State, Phuthaditjhaba, Bisho, Mthatha, Upington, Western Cape, George, Durban, Mafikeng, Rustenburg, Gauteng, Nelspruit, Kimberley, Limpopo, and Head Office
Mandatory Requirements for Bidders
Bidders must submit:
- Signed SBD 1: Invitation to Bid
- Signed SBD 4: Bidder’s Disclosure
- Signed SBD 6.1: Preference Points Claim Form
- CSD registration report or CSD registration number
- Proof of points claimed under specific goals
- Confirmation letter on company letterhead indicating documents will be hosted in their own warehouse (sub-contracting is not allowed)
Evaluation Process and Preference Points
The 80/20 preference point system applies with 80 points for price and 20 points for specific goals:
- Enterprises with 51% or more Black ownership: 10 points
- Enterprises with 51% or more Women ownership: 5 points
- Enterprises with 51% or more Youth ownership: 3 points
- Enterprises with 51% or more Disability ownership: 2 points
Key Conditions and Special Requirements
- No compulsory site inspection or briefing session
- PPSA RFQ is valid for 60 days from the closing date
- Due to the sensitivity of information handled by PPSA, sub-contracting is not allowed
- The successful bidder must conclude a Service Level Agreement (SLA) with PPSA
- Payment terms are 30 days from receipt of valid invoice
- All documents and correspondence must be in English
