Ngaka Modiri Molema District Municipality (NMMDM) invites qualified and experienced law firms to submit proposals for the appointment of a panel of specialized attorneys for a period of three (03) years. This strategic procurement initiative aims to secure robust, expert legal support to safeguard the municipality’s operational and governance interests.
Scope of Legal Services
The appointed firms will be required to render specialized legal services on an as-needed basis. The scope encompasses:
- Civil, commercial, and administrative litigation.
- Labour relations and employment law dispute resolution.
- Public procurement and contract law advisory.
- General municipal governance and regulatory compliance guidance.
Mandatory Compliance Requirements
To advance to the evaluation phase, bidders must submit comprehensive documentation, including:
- Valid registration with the Legal Practice Council.
- A current Fidelity Fund Certificate.
- An active Central Supplier Database (CSD) registration with a compliant tax status.
- Certified identification documents for all company directors.
Evaluation and Selection Criteria
The adjudication process follows a strict two-stage evaluation. Stage 1 verifies mandatory administrative compliance. Stage 2 assesses functionality, where bidders must achieve a minimum threshold of 70 out of 100 points. Scoring is based on the firm’s demonstrable experience, the qualifications of key personnel, and the proposed service delivery methodology.
Submission Guidelines and Deadlines
Completed bid documents must be sealed and deposited in the official tender box located at the NMMDM offices, Corner Carrington & First Avenue, Industrial Site, Mahikeng, 2745. The absolute closing date and time is Wednesday, 21 October 2026, at 11:00. Late submissions will not be considered.
