The Department of Defence, through its Central Procurement Service Centre, has released an open tender for large-scale catering services to support a significant military event in the Northern Cape.
Tender Scope and Event Overview
The selected service provider will be responsible for delivering comprehensive catering for 7,150 people attending the Joint Basic Military Training (JBMT) Passing Out Parade on 11 September 2026 at the Military Sports Ground in Kimberley. This is a once-off, high-volume catering requirement for a formal military occasion.
Detailed Catering Specifications
The catering requirement is divided into three distinct categories, each with specific menu items:
5,000 Family Members (Braai at Sports Field):
- Chicken (Thigh), Wors (100g), Sosatie (100g), Rump Steak (150g)
- Green salad, Chakalaka, Pap (50g)
- Soft drink (300ml), Bottled water (300ml)
- Division food container, cutlery set, wet wipe, toothpick, serviette per person
150 VVIP, VIP Guests and Dignitaries (2-Course Braai and Dessert):
- Chicken (Thigh), Wors (100g), Sosatie (100g), Rump Steak (150g)
- Greek salad with dressing, Chakalaka, Paptert, Garlic rolls
- Soft drink/fruit juice (300ml), Bottled water (300ml)
- Fruit platters, muffins, croissants for holding areas with hot beverages
2,000 Invited Guests and Support Staff (Finger Lunch):
- Variety of hot finger lunch items (cocktail beef and chicken, samosa, vegetable spring rolls, meatballs, chicken nuggets, fish nuggets, BBQ chicken, etc.)
- Soft drink/fruit juice (300ml), Bottled water (300ml)
- Disposable cocktail fork, wet wipe, toothpick, serviette
Meals must be prepared on-site, and access must not be restricted for SAPS and Environmental Services (SAMHS) during food preparation to ensure compliance.
Mandatory Submission Requirements
Bidders must strictly adhere to the following conditions, as failure will invalidate the bid:
- Complete all Standard Bidding Documents (SBD 1, SBD 3, SBD 4, SBD 6.1) in full and submit originals
- Submit a fully completed Group Questionnaire
- Two-envelope system: One sealed envelope for Technical Proposal and one for Price Proposal (SBD3) – submission of one envelope invalidates the bid
- No scratches or use of tippex on the pricing schedule
Mandatory Documentation
- CSD Full Report: Latest valid Central Supplier Database registration with director details, business status, and banking information
- OHS Certificate: Company/CEO or employee certificate (with CV as proof of employment)
- Written Confirmation: Compliance with Special Conditions of Contract and Scope of Work
- PPE Catalogue: Depicting uniforms and protective equipment to be used on the day
Functionality Evaluation (Phase 2)
Bidders must achieve a minimum functionality score of 80% to proceed to price evaluation. The 20-point functionality criteria assess:
- Experience (10 points): 10 points for more than two awards, 7 points for two awards, 4 points for one award, 0 points for none
- Referrals and Testimonials (10 points): 10 points for at least three positive references, 7 points for two, 4 points for one, 0 for none
Preference Points System
The 80/20 preference point system will apply, with specific goals allocated for:
- Level 1: 20 points – 51% owned by Black Women Military Veterans, Black Youth, or Black People with Disability
- Level 2: 18 points – 51% owned by Black Male Military Veterans, People with Disability, or Black Women EMEs
- Level 3: 16 points – 51% owned by Women Military Veterans, Black Male EMEs, Women EMEs, or Black Women QSEs
- Level 4: 14 points – 51% owned by Male Military Veterans, Youth, any other EMEs, Black Male QSEs, or Women QSEs
- Level 5: 12 points – 51% owned by any other QSEs
