Hessequa Municipality has issued an open tender (HES-TECH 09/2627) for the supply and delivery of refuse bags from inception until 30 June 2029. This strategic procurement targets capable packaging and waste management suppliers to support municipal sanitation operations in the Western Cape.
Scope of Supply and Delivery Mandate
The contract covers the supply and delivery of four types of refuse bags:
- Black Bags: 35 micron, 950mm x 750mm, packed in 200s (approx. 50,000 per order).
- Red Bags: 40 micron, 950mm x 750mm, packed in 200s (approx. 45,000 per order).
- Clear Bags: 35 micron, 950mm x 750mm, packed in 200s (approx. 40,000 per order).
- Green Bags: 40 micron, 950mm x 750mm, packed in 200s (approx. 45,000 per order).
Mandatory Compliance and Quality Testing
Bidders must submit a valid original tax clearance certificate, a B-BBEE certificate, and certified ID copies of all directors. The municipality will conduct mandatory quality tests with every single delivery to ensure strict adherence to material specifications and durability standards.
Evaluation Criteria and Preference Points
Proposals will be evaluated using an 80/10/10 preference point system. Eighty points are allocated for price competitiveness, while ten points each are awarded for B-BBEE contribution and verified locality within the Hessequa Municipal area.
Submission Protocols and Bid Fees
A non-refundable bid fee of R200.00 applies. Proof of payment must be emailed to the SCM office to receive the full tender document. Sealed bids must be deposited in the official tender box at the SCM Absa Building in Riversdale.
