Scope of Work and Service Requirements
The cleaning services encompass a wide range of responsibilities:
- Daily cleaning of guest rooms, corridors, stairways, lounges, dining areas, offices, conference rooms, and ablution facilities
- Periodic deep cleaning of carpets, upholstery, windows, and high-level dusting
- Cleaning and sanitising of all high-contact surfaces
- Safe collection, handling, and removal of waste to designated points
- Linen and laundry services including removal and replacement of used sheets, towels, and duvet covers
Security and Confidentiality Requirements
Given that Saint George Hotel is a military institution hosting high-level DOD delegations, stringent security protocols apply:
- All personnel must undergo and pass security screening and vetting
- Complete personnel lists (full names, ID/passport numbers) must be provided prior to commencement
- No photographs, video, or audio recordings permitted without prior written approval
- Strict confidentiality obligations continue after contract expiry
- All employees must sign internal confidentiality undertakings
Mandatory Submission Requirements
Bidders must submit the following documentation to be considered responsive:
- All Standard Bidding Documents (SBDs 1, 3, 4, 6.1) fully completed and signed
- Latest valid CSD registration FULL report reflecting directors, business status, and banking details
- Original, fully completed briefing session certificate
- Valid Letter of Good Standing from Department of Labour
- OHS Certificate (Company/CEO/employee with CV if employee)
- Complete Vetting and Screening Form
- PPE Catalogue showing uniform and protective equipment
- Capability Organigram with employee CVs and South African IDs
- Dumping Site Permit for waste disposal
- Valid COIDA Registration Certificate
- Valid NCCA Registration Certificate (or equivalent)
Submission Requirements
Bids must strictly adhere to the two-envelope system. Bidders must submit one sealed envelope for the technical proposal and a separate sealed envelope for the price proposal (SBD 3). All Standard Bidding Documents (SBDs), including the fully completed Group Questionnaire and valid B-BBEE certificates, must be included. Late, incomplete, or incorrectly formatted submissions will be invalidated.
