Scope of Work
The appointed service provider will be responsible for delivering semi-intensive and light coach cleaning services to Metrorail trains at various turnaround stations across the Western Cape. The fleet comprises approximately 80 Electric Multiple Units (EMUs), with around 47 trains in daily service . Services are required at multiple stations including Cape Town, Malmesbury, Worcester, Wellington, Kraaifontein, Bellville, Fishhoek, Strand, Chris Hani, and Kapteinskli p. Staff requirements range from 2 to 22 cleaners per shift across weekdays and weekends.
Service Requirements and Standards
The appointed provider will deliver cleaning services for approximately 47 EMU trains in daily service, with a fleet of 80 EMUs over the contract period. Services include:
- Semi-intensive cleaning covering windows, floors, seats, panels, and driver compartments
- Light cleaning for daily maintenance including litter removal and dusting
- Specialized cleaning of driver and guard compartments
- Blood and bodily fluid contamination response
- Waste removal and proper disposal according to environmental regulations
Mandatory Requirements
Bidders must ensure compliance with the following:
- Cleaning Industry Association Certificate: Valid NCCA, NCA, or BEECA certificate, or any other recognised cleaning sector association certificate
- Briefing Session Certificate: Completed Form D confirming attendance
- SARS Tax Compliance PIN: Valid tax clearance status
- CSD Registration: Proof of registration on the Central Supplier Database
- COIDA Certificate: Valid Letter of Good Standing
- Proof of Bank Account: Letter issued by the bank
- Company Registration Documents: Certificate of Incorporation and ID copies of owners

Mandatory Briefing Session
Attendance at the compulsory briefing session is mandatory for all bidders. The session will be held on 28 July 2026 at 10:00 at Cape Town Station in the Shosholoza Mely Waiting Area. Bidders failing to attend will be automatically disqualified from the tender process.
Evaluation Process
Bids will be evaluated in stages. Stage 1 checks mandatory compliance and other requirements. Stage 2 assesses functionality, with a minimum threshold of 70% – bidders who score below this will not proceed to further evaluation. Stage 3 evaluates price (80 points) and specific goals (20 points) under the 80/20 preference system.
