The Alfred Duma Local Municipality has published an open tender for the appointment of a panel of electrical contractors (CIDB Grade 3EP to 9EP) to provide construction services for electrification, public lighting, and capital projects. This is a three-year opportunity for experienced electrical contractors.
Tender Overview and Key Dates
The tender, numbered IATS 2025/2026/12, was published on 10 July 2026, with bids closing on 14 August 2026 at 11:00 . A compulsory briefing session will be held on 21 July 2026 at 10:00 at the Ladysmith Town Hall, 47 Queens Street, Ladysmith . Scope of Work
The appointed contractors will provide construction services on low voltage (LV) and medium voltage (MV) electrical network infrastructure, including upgrading, refurbishing, and maintaining network infrastructure and public lighting . Key tasks include supplying, installing, and commissioning MV and LV cables, aerial bundle conductors (ABC), mini-substations, street lighting, and service connections for low-cost housing and informal settlements .
Functionality Criteria
Bidders must achieve a minimum of 80% functionality to be eligible for the second round of evaluation. The criteria include:
- Key Personnel Experience (40 points): Project Leader (B.Eng or B.Sc Electrical), Commission Engineer (B. Tech or Advanced National Diploma), and three Electricians with trade tests and ORHVS Modules 1-6
- Completed Projects (30 points): Five successfully completed similar projects with appointment letters and completion certificates
- SHERQ Plan (10 points): Detailed Safety, Health, Environmental, Risk, and Quality Plan with valid COIDA certificates
- Plant and Equipment (15 points): Crane truck, cherry-picker trucks, and Primary/Secondary Injection sets
- Electrical Contractor Registration (5 points): Valid proof of registration with the Department of Labour
Mandatory Documents
The following mandatory documents must be submitted:
- Up-to-date Municipal Rates and Service Charges statements
- Joint Venture Agreement (if applicable)
- CSD Report and B-BBEE Certificate/Sworn Affidavit
