The Eastern Cape Department of Health has issued an open tender (SCMU3-2627-0030-BCM) for the provision of comprehensive physical security services at Buffalo City Metro Health District facilities. This strategic 36-month contract targets PSIRA-registered security firms to safeguard healthcare infrastructure, staff, and patients across the region.
Scope of Works and Cluster Deployment
The appointed service provider(s) will deliver comprehensive security services across the Buffalo City Metro Health District.
Key features of the contract include:
- Three Clusters: The bid will be awarded to three service providers, each responsible for a specific cluster (East London, Mdantsane, King William’s Town), unless fewer qualifying bidders are available .
- Manpower: Deployment of Grade C and Grade B security officers across 40 facilities in Cluster 1, 26 facilities in Cluster 2, and 35 facilities in Cluster 3, totaling 129, 102, and 116 guards respectively .
- 24/7 Service: Security services must be provided 24 hours a day, 7 days a week, including weekends and public holidays.
- Access Control: Management of all access points, vehicle and pedestrian gates, and strict adherence to security protocols.
- Patrol Services: Regular patrols of perimeters, corridors, wards, and premises .
- Key Management: Safe keeping and issuing of keys to authorised personnel .
Mandatory Compliance and Functionality
Bidders must demonstrate strict compliance with the Private Security Industry Regulatory Authority (PSIRA). The evaluation process requires detailed staff payrolls, proof of Grade B and C guards, and a commitment to establish a compliant control room. Shortlisted bidders may also undergo screening by the State Security Agency (SSA).

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders can participate either in person or virtually.

- Public Liability Insurance policy contract or letter of intent
- Proof of CSD registration
- Tax Compliance Status PIN
