Tender Overview
The South African Environmental Observation Network (SAEON), operating under the National Research Foundation (NRF), has released Request for Quotation RFQ/SAEON/NATIONAL OFFICE/VERTICAL BLINDS/78/2026 for the appointment of a suitable CIDB Grade 1GB or higher service provider to supply, deliver, and install heavy-duty vertical fabric blinds for its office in Pretoria Central. The NRF is a Schedule 3A Public Entity established by the National Research Foundation Act, Act 23 of 1998.
Scope of Work
The successful bidder will supply and install custom-manufactured heavy-duty vertical blinds for multiple offices across the premises, including kitchens, with a total of 21 units requiring the removal of existing blinds.
Key requirements include:
- Chain-operated slat rotation and cord-operated opening/closing mechanisms
- 100% polyester PVC-coated or treated fabric (minimum 300g/m²)
- Blockout (100% light exclusion) or Dim-out (95% light reduction) options
- Minimum 90% UV protection with navy blue finish
- 180-degree vane rotation and individual slat replacement capability

Mandatory Requirements
Bidders must submit:
- Valid CIDB Grade 1GB or higher certificate
- COIDA Certificate (Letter of Good Standing)
- Evidence of previous similar installations (minimum one reference, invoice, or purchase order)
- Product brochure/catalogue/technical datasheet of the blind fabric
- Completed SBD 1, SBD 4, and SBD 6.1 forms
- Proof of CSD registration
- Valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs)
Evaluation Criteria
The evaluation follows a multi-stage process:
- Stage 1: Compliance with submission requirements
- Stage 2: Technical evaluation against specifications (minimum threshold required)
- Stage 2B: Due diligence interviews with shortlisted bidders (if required)
- Stage 3: Price/Preference scoring (80/20 system)
- Stage 4: Tax compliance verification (7-day grace period for non-compliance)
