The Department of Land Reform and Rural Development (DLRRD) has issued an open tender (DLRRD (PSSC GP) -0001 (2026/2027)) for the appointment of a service provider to render standard cleaning and hygiene services at the Provincial Shared Service Centre (PSSC) in Gauteng. This strategic 24-month contract ensures a pristine and safe working environment for government officials in Pretoria.
Scope of Services and Site Requirements
The appointed service provider will be responsible for comprehensive daily cleaning and hygiene maintenance across multiple floors of the Suncardia Building in Arcadia. The scope includes the provision of all necessary cleaning equipment, detergents, and consumables, alongside strict adherence to sectorial health and safety regulations.
Compulsory Briefing Session
Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Failure to attend will result in the immediate disqualification of the submission.

Key Requirements
- Staffing: 13 cleaners (including a working supervisor), with three males required
- Working Hours: Monday to Friday, 06:30 to 15:00
- Uniform: All personnel must wear uniform with company logo
- COIDA Registration: Valid Letter of Good Standing for cleaning services
- Sanitary Waste Management: Proof of professional disposal arrangements
- UIF Registration: Proof of registration or Letter of Intent
- Public Liability Insurance: Proof of quotation or relevant documentation
Evaluation and Specific Goals
Proposals will be evaluated using the 80/20 preferential procurement system. Bidders must fully complete the specific goals table to claim preference points. Failure to submit the required documentation to claim these points will be interpreted as a waiver of the specific goals claim.
