The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Proposal (DBN/OPS (BAC) 057) to appoint a panel of service providers for the supply and delivery of building materials in the KwaZulu-Natal region. This strategic 36-month contract supports the Facilities Management Department in executing vital station maintenance, upgrades, and emergency repairs across the province’s rail network.
Scope of Supply and Material Categories
The appointed panel will supply essential building materials on an as-and-when-required basis to ensure rapid turnaround times for maintenance teams. Key categories include:
- Cement, bricks, sand, and stone
- Paint essentials, including brushes, scrapers, thinners, and colours
- Tiles, windows, doors, padlocks, and manhole covers
Key Requirements
- CSD Registration: Bidders must be registered on the Central Supplier Database
- Tax Compliance: Valid SARS Tax Compliance Status PIN required
- B-BBEE Points: Claim points for Black Women Owned (5 points), EME/QSE 51% Black Owned (5 points), and B-BBEE Level 1 (10 points)
- Financial Statements: Latest financial statements prepared by a professional accountant
- Experience: Submit appointment letters and completion certificates for similar projects
Mandatory Compliance and Delivery
All materials must be sourced from reputable manufacturers and comply with applicable building standards and municipal by-laws. The supplier shall ensure short turnaround times for standard items and communicate lead times in advance for non-standard or special-order items to prevent project delays.
Evaluation and Preferential Procurement
Proposals will be evaluated using the 80/20 preferential procurement system. The 20 specific goal points reward Broad-Based Black Economic Empowerment (B-BBEE) status and targeted economic transformation, ensuring inclusive participation and local enterprise development within the national rail supply chain.
