The Quality Council for Trades and Occupations (QCTO) invites qualified fire safety service providers to submit quotations for the supply, installation, and maintenance of fire safety equipment and other emergency systems at its Hatfield offices in Pretoria. This Request for Quotation (RFQ QCTO 01/2026) targets established safety contractors capable of delivering comprehensive fire protection solutions over a 24-month contract period.
Service Requirements and Deliverables
The appointed service provider will deliver end-to-end fire safety support including:
- Supply and installation of fire extinguishers, hose reels, and emergency lighting systems
- Routine inspection, testing, and maintenance of all fire safety equipment
- Compliance with SANS 10400-T and Occupational Health and Safety Act regulations
- Basic refresher training for staff on fire safety protocols and emergency procedures
- Emergency preparedness support including evacuation drill coordination
- 24-hour response capability for urgent repairs and system failures

Attendance at the pre-bid site visit is mandatory. Bidders who fail to attend will be disqualified.

Eligibility and Submission Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in fire safety systems installation and maintenance
- Certified technicians with relevant fire safety qualifications
- Completed Standard Bidding Documents (SBD 4, SBD 6.1)
- Valid tax compliance status and B-BBEE verification certificate
Evaluation and Preference Points
Proposals will be evaluated using the 80/20 preference point system. Technical capability, compliance with SANS standards, and service methodology are assessed before price evaluation. Specific goals allocation includes points for local enterprise participation and black ownership criteria within Gauteng.
