Service Requirements and Deliverables
The appointed service provider will deliver end-to-end air-conditioning support including:
- Major servicing of existing split units, package units, and commercial HVAC systems
- Supply and installation of new air-conditioning equipment as required
- Emergency repairs and preventive maintenance scheduling
- Refrigerant handling, electrical component replacement, and system diagnostics
- Compliance with SANS standards and manufacturer warranty requirements
All work must be performed by certified technicians with valid refrigeration handling certificates and appropriate safety accreditation.
Eligibility and Compliance Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in commercial or industrial HVAC maintenance contracts
- Certified refrigeration technicians and qualified electricians on staff
- Valid COIDA Letter of Good Standing and occupational health compliance
- B-BBEE verification certificate or sworn affidavit for preference point allocation

Evaluation and Pricing Structure
Proposals will be evaluated using the 80/20 preference point system under the Preferential Procurement Regulations 2022. Price competitiveness accounts for 80 points, while specific goals (local enterprise participation, black ownership, women ownership, youth involvement, and disability inclusion) account for 20 points. Vaal Central Water reserves the right to award contracts based on best value rather than lowest price alone.
