The Lepelle-Nkumpi Local Municipality has published a tender for the appointment of a panel of two service providers for the supply and delivery of personal protective clothing equipment. This tender, designated LNM080/2025/26, seeks to establish a panel for a period of thirty-six months on an “as and when required” basis to meet the municipality’s occupational health and safety needs.
Scope of Work: Comprehensive PPE Supply
The appointed service providers will be responsible for the supply and delivery of a wide range of personal protective clothing and equipment. Items include:
- Footwear: Industrial safety boots, ladies’ safety shoes, and gumboots.
- Protective Clothing: Flame and acid-resistant Conti trousers and jackets, boiler suits, dustcoats, overalls, winter jackets, and high-visibility rain suits.
- Head Protection: Safety helmets with goggles, soft sun hats, and earmuffs.
- Hand Protection: Nitrile-coated gloves and gardening gloves.
- Specialised Equipment: Welding aprons, welding helmets, leg protectors, reflective vests, and heavy-duty socks.
- Other Items: T-shirts, bush shirts, and safety accessories.
All items must comply with SABS specifications where applicable, and many require embroidery with the Lepelle-Nkumpi Municipality logo.
Mandatory Requirements: Phase One Compliance
To qualify for evaluation, bidders must meet strict administrative requirements. Failure to comply will result in disqualification. Key requirements include:
- Complete Documentation: MBD forms 1, 3.1, 4, 6.1, 8, and 9 must be fully completed and signed. All pages must be initialled.
- No Tippex: The use of correction fluid will automatically disqualify the bid.
- Proof of Access: A signed letter confirming access to commodities through agreement with manufacturers or proof of being a manufacturer or distributor.
- Required Attachments:
- CIPC registration certificate.
- Certified copies of directors’ IDs (certification not older than three months).
- Tax compliance PIN or CSD number completed on MBD 1.
- Authority for signatory (resolution if more than one director).
- Proof of municipal rates (not older than 90 days), or an SAPS affidavit, traditional authority letter, or lease agreement.
Functionality Evaluation: Minimum 70% Threshold
Bids that pass the administrative phase will be evaluated on functionality out of 100 points. Bidders must achieve a minimum of 70 points to proceed. Scoring is as follows:
- Company Experience (60 points): Points awarded based on the number of appointment letters or purchase orders with corresponding reference letters for similar projects. Five or more letters = 60 points.
- Delivery Capacity (40 points): A signed letter of confirmation from manufacturers or distributors proving access to commodities = 40 points. No letter = 0 points.
Price and Specific Goals (80/20 System)
The final evaluation applies the 80/20 preference point system:
- Price (80 points): Scored using the formula Ps = 80 (1 – (Pt – Pmin) / Pmin).
- Specific Goals (20 points): Points allocated as follows:
- Black Person ownership as per CSD: 4 points.
- Businesses residing within Lepelle-Nkumpi Local Municipality: 4 points.
- Black women ownership: 4 points.
- Black disabled ownership: 4 points.
- Black youth ownership: 4 points.
Submission Instructions and Closing Date
All bids must be hand-delivered to the municipal offices at Unit 170 BA, Civic Centre, Lebowakgomo, and deposited in the designated bid box. Submissions must be in a sealed envelope clearly marked with the bid number and description. No faxed or emailed bids will be accepted.
Closing Date: Tuesday, 21 April 2026, at 11:00. Bids must remain valid for 90 days from closing.
