George Municipality invites qualified service providers to submit bids for the transport of bulk waste bins under tender GMT040/25-26. This open tender seeks appointment of a contractor to transport fully compacted and non-compacted 30m³ waste bins from George and/or Uniondale Waste Transfer Stations to designated disposal facilities, including PetroSA, Garden Route Regional Landfill in Mossel Bay, or Oudtshoorn Waste Disposal Facility.
Operational Requirements and Fleet Capacity
Successful bidders must demonstrate capacity to provide: • Minimum three hook lift trucks and three trailers capable of loading two bins simultaneously • At least ten 30m³ bulk refuse bins for removal operations • Vehicles that are roadworthy and compliant with the Road & Traffic Act • Equipment to load and offload waste compacted bins safely and efficiently
Service Delivery Standards and Compliance
Contractors are responsible for end-to-end logistics including fuel, insurance, maintenance, breakdowns, and operator costs. Key performance requirements include: • Transporting a maximum of 18 bins per day on an “as and when required” basis • Operating between 07:00 and 18:00 daily, including mid-week, selected Saturdays and public holidays • Ensuring secure handling to prevent spillage, with immediate remediation at contractor’s expense if leakage occurs • Accepting a 5% penalty per bin for failure to meet daily collection quotas
Eligibility Criteria and Documentation
Bidders must submit proof of: • Successful completion of at least three similar bulk waste transport projects within the past ten years • Valid Letter of Good Standing from the Department of Labour • Owned or leased vehicles supported by proof of ownership or letter of intent • Tax Compliance Status PIN and valid B-BBEE certificate for preference point evaluation
Evaluation and Preference Point System
Tenders will be evaluated using the 80/20 preference point system in terms of the Preferential Procurement Policy Framework Act Regulations 2022. Price accounts for 80 points, while B-BBEE status level and Specific Goals (including locality within George Municipality or Garden Route District) contribute 20 points. Only responsive bids with complete documentation will be considered.
