The Thulamela Local Municipality in Limpopo has issued an open Request for Bid under reference number 21/2025/2026 for the supply and delivery of disaster food parcels over a three (3) year period. This critical procurement supports the municipality’s emergency response and social relief efforts during floods, droughts, fires, and other crises affecting vulnerable households across its jurisdiction. Submissions must be hand-delivered in hard copy by 11:00 on Thursday, 5 March 2026, to the Municipal offices in Thohoyandou.
This is a long-term, high-impact opportunity for food suppliers committed to humanitarian service and community resilience.
Scope of Supply: Nutritious, Shelf-Stable Emergency Food Parcels
The successful bidder will supply and deliver pre-packed food parcels containing essential non-perishable items, including:
- Maize meal, rice, and samp
- Canned protein (beans, pilchards, meat)
- Cooking oil, sugar, and salt
- Tea, coffee, and powdered milk
- Ready-to-eat meals and fortified blends
All items must comply with SANS 1853, National Department of Social Development guidelines, and POPIA requirements. Parcels must be nutritionally balanced, culturally appropriate, and suitable for immediate distribution during emergencies.
Mandatory Requirements and Documentation
Bidders must submit the following to be considered:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of municipal rates compliance (not in arrears for more than 3 months)
- Company registration documents (CK or equivalent)
- Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: 80/20 Preferential Procurement System
Bids will be scored using the 80/20 system:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 10 points: 100% Black ownership
- 5 points: 100% Women ownership
- 3 points: Youth-owned enterprise
- 2 points: Disability-owned enterprise
Only complete, responsive, and compliant submissions will be evaluated.
