    ACSA Tender: 3-Year PPE Supply Contract at King Phalo Airport

    The Airports Company South Africa (ACSA) has issued a Request for Quotation (RFQ) under reference number 11944 for the supply and delivery of Personal Protective Equipment (PPE) to King Phalo Airport in East London, Eastern Cape. The contract will run for a period not exceeding three (3) years on an “as and when required” basis, ensuring frontline staff across terminal, landside, and maintenance operations have access to certified, compliant safety gear. Submissions must be emailed by 14:00 on Friday, 30 January 2026.

    This procurement supports ACSA’s commitment to occupational health, safety, and regulatory compliance under the Occupational Health and Safety Act and COID Act.

    Scope of Supply: Comprehensive PPE for Diverse Airport Roles

    The successful supplier will deliver a full range of PPE items tailored to various roles at King Phalo Airport, including:

    • High-visibility reflective vests and jackets with airport branding
    • Safety helmets, hard hats, and bump caps
    • Cut-resistant and chemical-resistant gloves
    • Safety goggles, face shields, and respiratory masks
    • Steel-toe safety boots in multiple sizes
    • Ear protection (earmuffs and earplugs)

    All items must meet SABS or equivalent international standards, and suppliers must provide samples for approval upon shortlisting.

    Mandatory Documentation and Submission Format

    Bidders must submit the following:

    • Valid Central Supplier Database (CSD) registration number
    • SARS Tax Compliance PIN or printed tax clearance certificate
    • B-BBEE Certificate or sworn affidavit (EME/QSE accepted)
    • Completed SBD 4 (Disclosure) and SBD 6.1 (Preference Points Claim) forms
    • Detailed pricing schedule with unit costs, VAT (15%), and total values

    • Subject line: “RFQ 11944 – [Your Company Name]”
    • Do not send as one large file—split into at least four (4) attachments, each no larger than 4MB

    Late, incomplete, or non-compliant submissions will be disqualified.

    Evaluation Criteria: 80/20 Preferential Procurement System

    Quotations will be scored using the 80/20 system:

    • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
    • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

    Only bidders who submit valid B-BBEE documentation will be eligible for preference points. All pricing must be firm, all-inclusive, and quoted in South African Rand (ZAR).

    Key Conditions and Compliance Requirements

    • The contract will be governed by the NEC3 Supply Short Contract (SSC)
    • Successful bidders may be subjected to security vetting, as King Phalo Airport is a National Key Point
    • Deliveries must be made promptly upon request to the airport’s designated receiving point
    • Suppliers must maintain records of equipment inspections and servicing
    • No toxic substances may be used during handling or delivery

    ACSA reserves the right to reject any or all quotations without explanation.
