This initiative aims to ensure consistent, high-quality, and compliant catering services while promoting equitable opportunities for local businesses. Tender Overview and Panel Objectives
The Department regularly hosts a wide range of internal and external engagements—including workshops, stakeholder forums, investor meetings, and tourism promotion events—across the Western Cape. To streamline procurement and uphold service standards, EDAT is establishing a pre-qualified panel of caterers who will be engaged on an “as-and-when-required” basis. This panel approach ensures efficiency, regulatory compliance, inclusivity, and fair competition among service providers.
Scope of Catering Services Required
Appointed service providers will be expected to deliver a full range of professional catering services, including:
- Breakfast, lunch, and refreshment setups for meetings (10–200 attendees)
- High-end reception catering for official functions and launches
- Dietary-compliant menus (halal, kosher, vegetarian, vegan, allergy-aware)
- Staffed service with trained waiters/waitresses where required
- Setup, service, and cleanup within agreed timeframes
All food must comply with the Certificate of Acceptability (CoA) under Government Notice R638 and be prepared in registered, hygienic kitchens. Bidders must demonstrate capacity to serve events in multiple locations, including Cape Town, Stellenbosch, Paarl, George, and other regional centres.
Mandatory Documentation and Submission Rules
To be considered responsive, bidders must submit the following via the eTenders portal:
- Valid SARS Tax Compliance Status (TCS) PIN
- Proof of registration on the Central Supplier Database (CSD)
- Completed SBD 1 (Invitation to Bid) and SBD 4 (Declaration of Interest)
- B-BBEE certificate or sworn affidavit
- Company profile with three verifiable references for similar catering contracts
- Sample menus, pricing schedule, and proof of CoA
All submissions must use the original tender document forms—retyping, PDF conversion, or document reformatting is not permitted. Proposals must be submitted electronically only via the National Treasury’s eTenders portal.
Evaluation Methodology and Preference Points
The RFP will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for price competitiveness
- 20 points for specific empowerment goals (Black, women, youth, disability ownership)
Bidders must claim preference points at submission with supporting documentation. Only compliant and technically responsive proposals will be considered for panel appointment.
