The Mvula Trust has issued an Expression of Interest (EOI) under reference TMT-SCMU 2025/26-02 for the Establishment of a Panel of Multi-Disciplinary Professional Service Providers (PSP) to support its infrastructure implementation mandate in Limpopo Province over a 36-month period. This strategic panel will enable The Mvula Trust—as an accredited Implementing Agent for various government departments—to rapidly deploy qualified professionals for water, sanitation, and municipal infrastructure projects. The EOI was published on Monday, 8 December 2025, with a closing deadline of Friday, 16 January 2026 at 12:00 PM.
Tender Overview and Strategic Panel Objective
The Mvula Trust plays a pivotal role in delivering municipal infrastructure to underserved communities across South Africa. To enhance responsiveness and service delivery in Limpopo, the Trust seeks to pre-qualify a panel of integrated, multi-disciplinary teams capable of providing end-to-end professional services—from design and planning to construction supervision and occupational health and safety compliance. The panel will operate on an “as-and-when-required” basis, with appointments made based on project-specific needs.
Required Professional Disciplines and Team Structure
Each bid must represent a complete multi-disciplinary team comprising the following registered professionals:
- Principal Agent (ECSA-registered Civil or Structural Engineer)
- Architect
- Quantity Surveyor
- Electrical Engineer
- OHS (Occupational Health and Safety) Agent
- Project Administrator
All team members must be 100% available for project deployment and must submit signed Participation Confirmation Letters (Forms D1-1 to D1-6) as part of the submission. Joint ventures are permitted, provided a valid agreement is submitted.
Mandatory Documentation and Compliance Criteria
To be considered responsive, bidders must include:
- Valid COIDA Letter of Good Standing
- Completed SBD forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1, and SBD 7)
- Original Authority of Signatory (if not signed by company director)
- ECSA registration for the Principal Agent
- Three verifiable project references (completed in the last 10 years)
- Company profile and CVs of all key personnel
Incomplete, unsigned, or non-compliant submissions will be disqualified. All documents must be clearly indexed and bound in one original copy.
Evaluation Methodology and Functionality Threshold
Bids will undergo a two-stage evaluation:
- Mandatory Compliance Check: Verification of all administrative and legal requirements
- Functionality Assessment (100 points, minimum 70 required):
- Key Personnel Qualifications (45 points)
- Company Experience in Municipal Infrastructure (40 points)
- Locality within Limpopo Province (15 points)
Only bidders scoring 70/100 or higher will be appointed to the panel. Preference will be given to firms with proven experience in water, sanitation, and bulk infrastructure projects in the region.
