The Transport Education and Training Authority (TETA) has issued an open Request for Bid under reference TETA25/FIN/0009/CLEANING SERVICES for the Appointment of a Service Provider to Deliver Comprehensive Cleaning, Gardening, Pest Control, and Hygiene Services at its TETA House headquarters in Randburg, Johannesburg. This long-term contract will run from 1 April 2026 to 31 March 2030, ensuring a safe, clean, and professionally maintained environment for staff, visitors, and training activities. The tender was published on Friday, 5 December 2025, with a closing deadline of Monday, 26 January 2026 at 11:00 AM.
Tender Overview and Long-Term Service Scope
As a Sector Education and Training Authority under the Skills Development Act, TETA plays a vital role in developing skills across South Africa’s transport sector. Its Randburg office—spanning over 4,000m² across three floors—hosts daily operations, board meetings, and national training programs. To uphold occupational health, safety, and aesthetic standards, TETA requires a single, integrated service provider capable of delivering consistent, high-quality facility management over a four-year period.
Comprehensive Scope of Integrated Facility Services
The appointed contractor will be responsible for a full suite of services, including:
- Daily office cleaning (floors, desks, boardrooms, lifts, windows)
- Ablution maintenance (16 toilets, urinals, and basins with daily disinfection and restocking)
- Gardening and landscaping (lawn mowing, pruning, sweeping of paved and parking areas)
- Pest control and fumigation (quarterly treatments and emergency call-outs)
- Hygiene services (supply and replenishment of urinal sanitizers, bin liners, PPE, and consumables)
TETA will provide water, electricity, and storage space; the service provider must supply all labor, cleaning agents, equipment, uniforms, and consumables.
Staffing, Equipment, and Operational Requirements
The service provider must deploy a dedicated team of at least five (5) personnel:
- 1 Supervisor (experienced in facility management)
- 3 Office Cleaners
- 1 Cleaner for bathrooms, gardening, and outdoor areas
All staff must work 07:00–15:00, Monday to Friday, and comply with the National Minimum Wage. The contractor must also provide fringe benefits (UIF, Provident Fund, incentives) and submit a detailed work plan with daily task allocation per area.
Mandatory Documentation and Compliance Criteria
To be considered responsive, bidders must submit:
- Valid SARS Tax Compliance Status (TCS) PIN
- Central Supplier Database (CSD) registration and full report
- Completed SBD 1, SBD 4, and SBD 6.1 forms
- Company registration documents and certified ID copies of directors
- Three verifiable reference letters for similar institutional contracts
- Detailed pricing schedule (VAT-excluded, with VAT shown separately)
All pricing must be firm for the contract duration. Late, incomplete, or non-compliant submissions will be disqualified.
Compulsory Briefing and Submission Guidelines
A compulsory site briefing will be held on Friday, 12 December 2025 at 10:00 AM at TETA House, 344 Pretoria Avenue, Randburg, 2125. Attendance is mandatory—bidders who do not attend will be automatically disqualified.
Completed bids must be hand-delivered in a sealed envelope, clearly marked with the tender number, to the TETA Tender Box at the same address by the closing deadline. Email, fax, or courier submissions will not be accepted.
