The KwaZulu-Natal Department of Health has issued an open tender (ZNB 3001/2026-H) for the provision of comprehensive cleaning services for buildings and offices at selected healthcare facilities across the province. This strategic three-year contract will be awarded as a multi-award bid, aiming to ensure that all designated facilities are maintained in a clean, safe, hygienic, and healthy environment that supports quality healthcare service delivery.
Scope of Services
The appointed service provider(s) will be responsible for delivering high-standard cleaning and hygiene services. Key operational deliverables include:
- Execution of comprehensive cleaning of buildings, offices, and associated areas at multiple designated KZN Health facilities.
- Strict adherence to Infection Prevention and Control (IPC) protocols, regulated norms, and standards.
- Provision of all necessary cleaning chemicals, detergents, consumables, and equipment.
- Compliance with the condition that no responsive bidder or its directors will be awarded more than two (2) facilities to broaden market participation.
Compulsory Site Inspections
Attendance at the official site inspection is strictly mandatory. Failure to attend and obtain a signed and stamped Compulsory Site Inspection Certificate will result in immediate disqualification. The inspections are scheduled for Thursday, 12 November 2026, at 11:00. Bidders must attend the briefing at their chosen facility (e.g., Niemeier Memorial Hospital, Hillcrest Hospital, Bethesda Hospital, or other listed sites). Bidders are responsible for printing the certificate, having it signed and stamped by the delegated departmental official on-site, and including it in their final submission.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a stringent compliance package. Essential documentation includes:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- A valid Letter of Good Standing from the Department of Employment and Labour for COIDA, indicating a minimum of 10 registered personnel.
- Proof of registration with the Unemployment Insurance Fund (UIF) for the cleaning and hygiene sector.
- Proof of a minimum of R2 million in public liability and indemnity insurance cover.
- At least three (3) traceable reference letters from previous cleaning contracts within the last three years.
Evaluation Criteria
Proposals will undergo a rigorous, multi-stage evaluation process. Bidders must first pass the administrative compliance check. Qualifying bids will then be assessed on functionality and technical capacity. The final adjudication will utilize the Preferential Procurement Policy Framework Act’s preference point system (80/20 or 90/10), balancing price competitiveness with specific transformation goals. The department reserves the right to expand, vary, or allocate a maximum of two facilities per bidder to ensure equitable distribution.
