The Limpopo Department of Agriculture and Rural Development (LDARD) has issued an open tender (ACDP 26/10) for the provision of mechanisation services across the province for a period of 36 months. This strategic procurement initiative aims to address the seasonal demand for mechanization support, ensuring that agricultural activities are executed timeously in relation to soil moisture status, thereby enhancing food security and rural economic development.
Scope of Mechanisation Services
The successful service provider(s) will be responsible for delivering reliable and efficient mechanization support to various rural villages and agricultural operations within the Limpopo Province. Key objectives and deliverables include:
- Broadening access to mechanized traction power for Previously Disadvantaged Individuals (PDIs), including household producers and agricultural entrepreneurs.
- Significantly reducing the manual labor associated with farm work.
- Increasing the timeliness and overall quality of agricultural work undertaken.
- Ensuring the sustainable use of natural resources and facilitating increased food production.
- Providing services on an as-and-when-needed basis, with the department reserving the right to appoint multiple bidders based on their physical proximity to the service areas.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a comprehensive documentation package demonstrating their operational capacity. Essential submissions include:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Detailed proof of ownership or leased equipment, including a comprehensive list of tractors, their engine capacities, and associated implements.
- Tangible evidence of past experience in mechanisation services, such as purchase orders or invoices with contract values, supported by reference letters.
Evaluation Criteria
Proposals will undergo a rigorous, multi-stage evaluation process. Bidders must first pass the pre-compliance evaluation, ensuring all mandatory administrative documents are correctly submitted. Qualifying bids will then be assessed on functionality, heavily weighting the bidder’s track record, equipment capacity, and relevance of past projects. Finally, bids will be adjudicated using the preferential procurement point system, which allocates points for price competitiveness and specific transformation goals. Submitted bids must remain valid and binding for a period of 240 days from the closing date.
