    COGTA Seeks Cleaning Material Suppliers for CWP Sites

    The Department of Cooperative Governance and Traditional Affairs (COGTA) has issued a Request for Quotation (FQ130/2026) for the supply and delivery of cleaning materials for Community Work Programme (CWP) sites. This strategic, multi-provincial procurement initiative aims to ensure that CWP operations across South Africa are adequately resourced with high-quality, essential cleaning supplies to maintain safe and hygienic working environments.

    Scope of Supply

    The successful service provider(s) will be responsible for the consistent provisioning of cleaning materials to designated CWP sites. Key deliverables include:

    • Supply and delivery of specified cleaning commodities, such as soft brooms, mops, antibacterial hand-washing liquid soap, and general detergents.
    • Adherence to strict quality specifications as outlined in the provincial requirement documents.
    • Timely delivery to the specific provincial or local municipality sites as dictated by the official purchase orders.
    • Provision of firm pricing in South African Rand, inclusive of all applicable taxes, with no allowances for exchange rate variations.

    Special Conditions and Provincial Targeting

    Bidders must note a critical special condition regarding the scope of their quotation. A bidder must submit a quotation ONLY for the specific province or local municipality where delivery is required, as detailed in the respective provincial specification document. Furthermore, the delivery address specified in the bid must correspond directly to the preferred address reflected in the bidder’s Central Supplier Database (CSD) report. Bids that do not align with the CSD registered address will be deemed non-responsive.

    Mandatory Compliance Requirements

    To be considered responsive, bidders must submit a complete and compliant documentation package. Essential submissions include:

    • A valid CSD registration report reflecting an active MAAA status.
    • A current SARS Tax Compliance Status PIN.
    • A valid B-BBEE certificate or sworn affidavit.
    • A detailed, itemized quotation that strictly aligns with the provincial specification being targeted.
    • Confirmation that the quoted prices are firm and valid for 60 days from the closing date.

    Evaluation Criteria

    Quotations will be evaluated in accordance with the Preferential Procurement Policy Framework Act, utilizing the 80/20 preference point system. Eighty points are allocated for price competitiveness. The remaining twenty points are awarded for specific transformation goals, primarily based on the bidder’s B-BBEE status level of contribution. COGTA reserves the right to verify and inspect the quality of the goods prior to the acceptance of any delivery.
