The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) has issued a formal Request for Proposal (ZNT 06 EDTEA 26/27) to establish a panel of professional events management service providers. This strategic initiative aims to secure highly qualified partners capable of executing seamless, high-impact events that uphold the department’s positive image and support its mandate of driving local economic development, tourism, and environmental awareness across the province.

Scope of Services

The appointed panel members will render professional events management services on an “as and when required” basis. The scope is categorized to accommodate diverse event scales:

  • Category A: Management of small events and community outreach programs (Izimbizo) with up to 2,000 attendees.
  • Category B: Management of large-scale events and Izimbizo exceeding 2,000 attendees.
  • Category C: Management of national and international events, including major exhibitions and conferences. Bidders targeting this category must be registered with the Exhibition Association of Southern Africa (EXSA) prior to the closing date.

Compulsory Briefing Session

Attendance at the official briefing session is strictly mandatory. Failure to attend and sign the register will result in the immediate disqualification of the bid. The session is scheduled for Thursday, 29 October 2026, at 10:00. It will be held at the Cedara College Auditorium, KZN Department of Agriculture and Rural Development, 1 Cedara Road, Pietermaritzburg, 3200.

Mandatory Compliance Requirements

Bidders must ensure the following documentation accompanies their submission, as failure to comply will render the bid non-responsive:

  • Proof of registration on the Central Supplier Database (CSD)
  • Completed and signed SBD 1, SBD 4, and SBD 6.1 forms
  • Completed Official Briefing Session Certificate (Section G)
  • Authority to Sign a Bid (Section J)
  • Valid Public Liability or Professional Indemnity cover (ranging from R1.5m for Category A to R6m for Category D)
  • Proof of accreditation with the Exhibition Association of Southern Africa (EXSA) and the Southern African Association for the Conference Industry (SAACI) for Categories C and D
  • Bank-certified evidence of cash/credit/overdraft facilities (ranging from R500,000 for Category A to R2,000,000 for Category D)
  • Minimum of 3 to 5 reference letters for similar events
  • CVs and certified qualifications for key personnel (Project Leader and Administrator)
  • Completed Statement of Exclusivity and Availability (Annexure D)

Evaluation Criteria

Proposals will undergo a rigorous, multi-stage evaluation process. Bidders must first achieve a minimum functionality threshold to demonstrate technical capacity, relevant industry experience, and a sound project management methodology. Qualifying bids will then be adjudicated using the applicable preferential procurement point system, balancing price competitiveness with specific transformation goals, such as B-BBEE contribution and local enterprise development.
