City of Cape Town 36-Month Heritage Restoration Tender

Cape Town, Western Cape – The City of Cape Town has issued an open tender (82S/2026/27) for the restoration and management of public art and heritage objects for a period of 36 months. This procurement aims to appoint a panel of qualified and experienced service providers to preserve and maintain the City’s valuable movable heritage assets and public artworks.

Project Scope and Service Requirements

The successful panel members will provide specialist services across five key categories:

  • Preliminaries and General: Site establishment, temporary works, scaffolding, transport, and site management.
  • Specialised Services: Project management, design, art and heritage-object services, memorial restoration, and general services.
  • Materials: Cleaning and restoration products, conservation materials, protective coatings, and building materials.
  • Equipment: Painting and surface protection, PPE, conservation tools, storage, and access equipment.
  • Acquiring Artworks: Provision for procuring unique artworks via a provisional sum.

All work must comply with the City’s Movable Heritage Assets Collection Policy and applicable SABS standards.

Eligibility and Competency Requirements

Bidders must meet strict eligibility criteria, including:

  • Nominating a Senior Project Manager with a minimum NQF Level 7 Bachelor’s Degree in Project Management or a related built environment, engineering, architectural, heritage or conservation discipline.
  • Providing evidence of at least 10 completed projects undertaken in the capacity of Project Manager involving the restoration of heritage objects, memorials, or heritage structures.

The minimum qualifying score for functionality is 60 out of 100. Functionality will be scored on previous experience restoring art and movable heritage objects (30 points), memorials and heritage structures (40 points), and developing and implementing public artwork (30 points).

Non-Compulsory Briefing Session

A non-compulsory but strongly recommended clarification meeting will be held on Thursday, 8 October 2026 at 13:00. The meeting can be attended virtually via Microsoft Teams (Meeting ID: 374 432 207 022 454, Passcode: Ny7Mc9fx) or in person at the Arts & Culture Development Branch Boardroom, 13th Floor, 2-Bay Side, Civic Centre, Cape Town.

Submission Details

Sealed tenders must be deposited in Tender Box 245 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 on Thursday, 29 October 2026. A non-refundable tender fee of R200 applies for hard copies. Bids must remain valid for 120 days.

Evaluation Criteria

The 80/20 preference point system applies, with points allocated for price (80) and specific goals (20). Specific goals include promotion of micro and small enterprises, enterprise supplier development, socio-economic development, skills development, and employee share schemes.
