MAP Municipality Medical and Psychology Panel Tender

Phuthaditjhaba, Free State – Maluti-a-Phofung Local Municipality has issued an open tender (SCM/BID08/2026/2027) for the appointment of a panel of a maximum of three (3) Medical Doctors and three (3) Psychologists to provide services for Municipal and Associated Personnel (MAP) employees for a period of two (2) years. This procurement aims to support employee health, wellness, and organisational wellbeing.

Project Scope and Service Requirements

The successful panel members will deliver comprehensive occupational health and wellness services, including:

  • Clinical psychology services (counselling, awareness training, health and risk management)
  • Medical practitioner services for employee health assessments
  • Lifestyle management and programme management
  • Organisational health interventions
  • Consultation and reporting to MAP

Bidders must submit a detailed project approach and methodology indicating all project-related activities and timeframes.

Mandatory Requirements

Bidders must submit the following or face disqualification:

  • Company Registration Certificate (CRC) reflecting active members
  • Central Supplier Database (CSD) registration number
  • Valid Tax Compliance Status (TCS) PIN
  • Municipal rates and taxes clearance certificate or proof of no arrears
  • Company profile with functionality documents
  • Properly indexed bid document

In cases of joint ventures or consortia, each party must submit a separate TCS/PIN/CSD number.

Submission Details

Bids must be deposited in Bid Box “A” at the Maluti-a-Phofung Municipality, Setsing Business Centre, Cnr Moremoholo & Motloung Streets, Phuthaditjhaba, 9870, before 10:00 on Thursday, 5 November 2026. No electronic, telegraphic, or faxed bids will be accepted. Bids must remain valid for 90 days.

Evaluation Criteria

The 80/20 preference point system applies. Bidders must achieve a minimum functionality threshold of 65 points to proceed to price and specific goals evaluation. Functionality criteria include:

  • Project approach and methodology (30 points)
  • Qualifications (10 points)
  • Experience of key personnel (40 points)

Specific goals allocation includes location-based points (8 points within Maluti-a-Phofung, 2 points within Thabo Mofutsanyana District), 6 points for women-owned enterprises, 4 points for youth enterprises, and 2 points for historically disadvantaged individuals.

Special Conditions

The municipality reserves the right not to award the bid. Only one submission per bidder will be considered. The successful bidder will be required to sign a written contract form (MBD 7).
