DWS Seeks Cleaning Services Provider for Mbombela Office

Mbombela, Mpumalanga – The Department of Water and Sanitation (DWS) has issued an open tender (W11574) for the appointment of a service provider to render cleaning, hygiene services, and supply consumables to its Mpumalanga Provincial Operations Mbombela Office for a period of thirty-six (36) months. This procurement aims to maintain a safe, hygienic, and professional working environment for departmental officials.

Project Scope and Service Requirements

The successful bidder will provide comprehensive cleaning and hygiene services across the Prorom Building (2,500m², 8 floors), including:

  • Daily cleaning of ablution facilities (18 male cubicles, 17 female cubicles, 14 urinals, 29 hand wash basins)
  • Cleaning of lobbies, main entrance, staircases, parking bays, and outside yard
  • Servicing of 3 lifts and deep cleaning of common areas quarterly
  • Removal and disposal of sanitary bins weekly
  • Supply of consumables including air fresheners, paper towels, toilet paper, hand soap, and refuse bags
  • Provision of cleaning equipment and PPE for all staff

The contract requires 2 cleaners (1 male, 1 female) and 1 supervisor.

Mandatory Requirements

Bidders must submit the following or face disqualification:

  • Valid Letter of Good Standing with the Compensation Commissioner (COIDA)
  • Proof of public liability insurance of at least R1 million
  • Registration Certificate for waste transporter/removal
  • Valid Medical Waste Management certificate (NEMWA Act 59 of 2008)

Non-Compulsory Briefing Session

Submission Details

Sealed bids must be deposited in the tender box at the entrance of Prorom Building, 35 Brown Street, Mbombela, 1200, before 11:00 on Monday, 26 October 2026. Bids must remain valid for 90 days.

Evaluation Criteria

The 80/20 preference point system applies. Bidders must achieve a minimum functionality score of 65% to proceed. Functionality criteria include:

  • Company profile and experience (20 points)
  • Contactable references (20 points)
  • Operational plan (30 points)
  • Technical and contingency plan (30 points)

Specific goals allocation includes 5 points each for women, disability, and youth ownership, 2 points for location within Mpumalanga, and 3 points for B-BBEE Level 1-2 QSE/EME.
