    ACSA Seeks Shuttle Service Provider for Chief Dawid Stuurman Airport

    Gqeberha, Eastern Cape – Airports Company South Africa (ACSA) has issued a Request for Quotation (RFQ 16870) for the provision of a shuttle service provider at Chief Dawid Stuurman Airport for a period of 36 months. This procurement aims to ensure reliable and efficient passenger and staff transportation services at the airport.

    Project Scope and Service Requirements

    The successful bidder will provide comprehensive shuttle services at Chief Dawid Stuurman Airport, including:

    • Transportation of passengers and staff between designated points
    • Compliance with all airport security and safety regulations
    • Provision of roadworthy, licensed vehicles with valid documentation
    • Business continuity planning for industrial action, accidents, or breakdowns
    • Adherence to ACSA’s operational standards and protocols

    The service provider must demonstrate proven ability to maintain business continuity and deliver reliable transportation services throughout the contract period.

    Mandatory Requirements

    Bidders must meet strict mandatory criteria or face disqualification:

    • Fully completed and signed form of offer and acceptance (found in Contract Document)
    • Attendance at the compulsory briefing session
    • Valid driver’s licence and Professional Driving Permit (PDP)
    • SBD 3.3 priced offer
    • Declaration of Interest and Politically Exposed Persons form
    • SBD 4 Bidder’s Disclosure Form and SBD 6.1 Preference Points Claim Form
    • Confidentiality and Non-Disclosure Agreement
    • BEE Certificate and Scorecard or BBBEE QSE/EME Affidavit
    • Central Supplier Database (CSD) registration

    Compulsory Briefing Session

    Submission Details

    Bids must be submitted by hand to the Administrator Office, Aeropark Office Complex, Block A, 1st Floor, Allister Miller Drive, Walmer, Eastern Cape, before 13:00 on Friday, 16 October 2026. Bids must be sealed in clearly marked envelopes indicating the tenderer’s name, contact details, tender reference number, and description. Late submissions will not be accepted. Bids must remain valid for 120 business days.

    Evaluation Criteria

    The evaluation follows a staged approach:

    • Stage 1: Mandatory requirements
    • Stage 2: Functionality evaluation (minimum threshold of 50 points)
    • Stage 3: Price and preference (80/20 point system)

    Functionality criteria include equipment (40 points), business continuity/resumption plans (30 points), and years of experience in transportation (30 points). Preference points allocation includes B-BBEE status levels, black youth majority-owned entities, black women majority-owned entities, and companies owned by people with disabilities.
