    Eastern Cape Transport Tender: OR Tambo Security Services

    South Cape TVET College invites qualified and registered contractors to submit quotations for hostel maintenance work at its Oudtshoorn Campus. This strategic Request for Quotation (RFQ AB 24/2026) aims to ensure the safety, functionality, and comfort of student accommodation facilities in the Western Cape.

    Scope of Work

    The contract requires 52 security officers to cover two shifts. The scope includes:

    • 8 Grade B security supervisors and 40 Grade C security guards
    • Day shift (06:00-18:00) and night shift (18:00-06:00), Monday to Sunday including weekends and public holidays
    • Armed response methodology for all camps, depot and mechanical workshop
    • Two patrol vehicles with tracking systems available for the entire contract period
    • Communication devices including 2-way radios, cell phones and guard patrol monitoring systems
    • Access control systems including visitor management and vehicle scanning

    Mandatory PSIRA and Compliance Requirements

    Bidders must submit the following mandatory documents:

    • Valid PSIRA certificate in the bidder’s name
    • Directors PSIRA Registration Certificate (Grade A or B)
    • Valid letter of good standing from PSIRA
    • Minimum of 28 copies of valid company firearm licenses certified by SAPS
    • Proof of UIF (EMP 201 and last three months payment)
    • Proof of workmen’s compensation (COID)
    • NBCPSS proof of registration and letter of good standing
    • Health Insurance (Affinity) registration and letter of good standing
    • Proof of Provident Fund registration and letter of good standing
    • Proof of liability insurance to the value of R5 million
    • Two patrol vehicles with ownership certificates or lease agreements
    • Company must have completed at least one contract valued at R2 million in the last five years

    Mandatory Requirements

    To be considered for this project, bidders must meet strict pre-qualification criteria. The most critical requirement is a valid Construction Industry Development Board (CIDB) grading of 1SN or higher. Bidders failing to provide proof of this specific registration will be immediately disqualified.

    Compulsory Briefing Session

    A mandatory site briefing will be held to allow prospective bidders to assess the scope of work firsthand. Attendance is strictly compulsory; failure to attend and sign the register will result in automatic disqualification.
