Transnet Northern Cape Air Conditioner Tender

Transnet SOC Ltd invites qualified service providers to submit bids for the supply, delivery, installation, and removal of air-conditioning units. This strategic Request for Quotation aims to upgrade and maintain optimal climate control infrastructure across key operational depots, ensuring a safe and efficient working environment for personnel.

Scope of Work

The successful bidder will be responsible for a comprehensive HVAC intervention. Key deliverables include:

  • Supplying and installing 9 new air-conditioning units.
  • Safely dismantling and removing old air-conditioning units from the sites.
  • Transporting removed units to designated Transnet scrapyards or specified depot locations.
  • Issuing Certificates of Compliance (COC) for all electrical work performed.

Technical and Compliance Requirements

  • All work to comply with SANS 10142-1 & 2 (Wiring of Premises)
  • Compliance with Occupational Health and Safety Act (Act 85 of 1993)
  • Adherence to Transnet’s Health and Safety Specification (TFR-ISM-RN-R&C-FM009)
  • All electrical work to be done by qualified registered electricians
  • Installation of correct circuit breaker according to machine load size
  • Use of Surfix cable with correct cable size per SANS 10142 standards
  • Two days per aircon allowed for installation from start to finish
  • Project-specific Health, Safety and Environmental Plan (HSEP) including:
    • Hazard Identification and Risk Assessments (HIRA)
    • Safe Work Procedures
    • Environmental Management Plan
  • Valid Certificate of Compliance (COC) to be issued after installation
  • All holes in walls to be bricked up after installation
  • All isolators to be within arms’ reach of the condenser

Mandatory Documentation

  • Valid Tax Clearance Certificate issued by SARS
  • CSD registration number (proof of registration on Central Supplier Database)
  • Valid Letter of Good Standing with the Workmen’s Compensation Fund (COIDA)
  • Valid CIDB registration (designation of 1 ME or higher)
  • Valid B-BBEE Certificate or Sworn Affidavit
  • Completed T2.2-02 Plan
  • Completed T2.2-03 Previous Experience with contactable references
  • Completed T2.2-04 Health and Safety Management documents
  • Completed T2.2-05 Health and Safety Questionnaire
  • Completed T2.2-06 Project Organogram, Management & CVs
  • Completed T2.2-07 Quality Management documents
  • Completed T2.2-08 Authority to submit tender

Health, Safety, and Environmental Management

  • All personnel to hold valid medical certificates of fitness
  • Mandatory site inductions for all employees
  • Appointment of health and safety coordinator
  • Provision and maintenance of first aid equipment and facilities on site
  • Implementation of substance abuse management policy with competent testing
  • Environmental requirements include:
    • Waste management plan with disposal at registered facilities
    • Spill response plan for hazardous substances
    • Dust control measures
    • Storm water and dewatering management
    • Proper disposal certification for removed units
  • Reporting of all accidents within 24 hours (death or injury) or 48 hours (other incidents)
  • Daily site diary and site instruction books to be maintained

Evaluation Criteria

Responsive bids will be evaluated using the 80/20 preference point system. Eighty points are allocated for price, while twenty points are dedicated to specific goals, including B-BBEE compliance and targeted enterprise ownership. Bidders must also demonstrate strict compliance with the NEC3 Term Service Contract conditions.

Submission Guidelines

All tender offers must be submitted exclusively via the Transnet e-Tender Submission Portal. Telephonic, telegraphic, facsimile, or e-mailed tender offers will not be accepted. Bidders must ensure all documentation, including valid tax clearance and B-BBEE certificates, is uploaded timeously before the closing deadline.
