Alfred Duma Local Municipality, through its Department of Public Safety and Emergency Services, has published an open tender for the appointment of a qualified service provider to handle the supply, maintenance, and repair of fire station doors and door motors.
Tender Scope and Infrastructure
The contract covers 24 appliance bay roller doors across three fire stations:
- Ladysmith Fire Station: 16 doors
- Ezakheni Fire Station: 4 doors
- Ekuvukeni Fire Station: 4 doors
Each roller door weighs approximately 750kg, is constructed with aluminium and glass panels, and is operated by either Marantech shaft-driven or Centurion chain-driven motors. The scope includes alignment, servicing, and comprehensive repairs to doors and motors.
Mandatory Documentation and Registration
To qualify, bidders must submit:
- PSIRA Certificate for security installation
- PSIRA Certificate for training in installation and repairs of door motors
- Certificate of Compliance (COC) for electrical installation
- Up-to-date municipal rates and service charges statements
- CSD Report and valid BBBEE Certificate or Sworn Affidavit
- Three-year audited financial statements
Compulsory Briefing Session
A compulsory briefing session is scheduled for:
- Date: Thursday, 10 September 2026
- Time: 10:00
- Venue: Legal Services Boardroom, Lister Clarence Building, 221 Murchison Street, Ladysmith
Failure to attend will result in disqualification.
Functionality Evaluation Criteria
Bidders must achieve a minimum functionality score of 80 points out of 100 to proceed to the next evaluation phase:
- Work of Similar Nature (40 points): 10 points each for projects in municipalities and private sector (attach appointment letters and reference letters)
- PSIRA Registration (20 points): Registration as a security installer
- PSIRA Training Accreditation (20 points): Specific training in installation and repairs of door motors
- Electrical Competency (20 points): Ability to issue Certificate of Compliance (COC), registered with Department of Labour/ECB
Specific Goals and Preference Points
The tender follows the 80/20 preference point system:
- 80 points for price
- 20 points for Ownership as a Specific Goal:
- 5 points: Race/HDI ownership verification through CSD and BBBEE scorecard
- 15 points: RDP Goals – company must prove it is located within the Alfred Duma Local Municipal area
