Kareeberg Municipality has published an open tender for the appointment of a panel of legal practitioners to render comprehensive legal services for a three-year contract period. This presents a significant opportunity for law firms and legal practitioners to secure a long-term partnership with a Northern Cape municipality.
Tender Overview
Kareeberg Municipality invites suitably qualified and experienced legal practitioners to submit bids under tender number KBM 01-2027. The tender was published on Sunday, 30 August 2026, with a closing date of Wednesday, 30 September 2026 at 12:00. Services are required at 10 Hanau Street, Carnarvon, 8925.
The appointment shall be valid for a period of thirty-six (36) months, subject to annual performance reviews and budget availability. Appointment to the panel does not guarantee work, and the Municipality reserves the right to allocate matters based on specialist expertise, nature of the matter, capacity and availability, performance history, cost effectiveness, and urgency.
Scope of Work
The successful service provider(s) will be responsible for legal services across nine core practice areas:
- General Municipal Law: Legal opinions, legislative interpretation, governance advice, Council and Committee legal support, drafting and review of municipal policies and by-laws
- Labour and Employment Law: Disciplinary and grievance hearings, misconduct investigations, CCMA and Bargaining Council representation, Labour Court and Labour Appeal Court representation, employment contract reviews
- Civil Litigation: Institution and defence of legal proceedings, debt recovery, contractual disputes, damages claims, court appearances, alternative dispute resolution, mediation and arbitration
- Commercial and Contract Law: Drafting and review of contracts, Service Level Agreements, lease agreements, Memoranda of Understanding, procurement agreements, Public Private Partnership agreements, commercial legal opinions, mining and renewable energy related legal matters
- Property and Conveyancing Law: Property transfers, servitude registrations, property acquisitions and disposals, conveyancing services, township establishment legal support, land use legal advice
- Administrative and Constitutional Law: Judicial review applications, administrative appeals, constitutional matters, public law disputes, legal compliance reviews
- Environmental and Regulatory Law: Environmental compliance matters, water use matters, waste management legal support, environmental litigation, regulatory compliance reviews
- Criminal, Fraud and Forensic Matters: Fraud investigations, corruption matters, criminal complaints, asset recovery proceedings, anti-corruption legal support, forensic investigation support
- Municipal Finance and Supply Chain Management Matters: MFMA legal opinions, SCM legal opinions, tender disputes, contract disputes, irregular expenditure matters, fruitless and wasteful expenditure matters, unauthorized expenditure matters, forensic investigation support
Mandatory Documentation Required
Bidders must submit the following documents with their bids:
- Company Profile
- Legal Practice Council Registration
- Valid Fidelity Fund Certificate
- CSD Registration Report
- Tax Compliance PIN
- Municipal Rates and Taxes Clearance
- Three (3) contactable municipal or public sector references
- CVs of key legal practitioners
- Organogram of the firm
- Methodology and turnaround strategy
- Proof of Professional Indemnity Insurance
- Completed and signed MBD forms including MBD1, MBD4, MBD6.1, MBD8, and MBD9
- Three financial years set of annual financial statements
- Identity documents of all those with equity ownership in the organisation
- Company registration forms
Evaluation Criteria
Tenders will be evaluated on functionality criteria with a minimum qualifying score of 70 points out of 100:
- Experience in Municipal Legal Services: 40 points
- 5 or more municipal projects = 40 points
- 4 projects = 30 points
- 3 projects = 20 points
- 2 projects = 10 points
- 1 project = 5 points
- Professional Registration: 20 points
- Legal Practice Council Registration
- Fidelity Fund Certificate
- Key Personnel and Specialist Expertise: 25 points
- More than 10 years = 25 points
- 7 – 10 years = 20 points
- 5 – 6 years = 15 points
- 3 – 4 years = 10 points
- Methodology and Capacity: 15 points
Bids will then be evaluated using the 80/20 preference point system:
- Price: 80 points
- B-BBEE Status Level of Contributor and Locality: 20 points
Preference points are allocated as follows: 10 points for B-BBEE status level and 10 points for locality (7 points for bidders registered in Kareeberg Municipality and 3 points for bidders registered in the Northern Cape).
Submission Details
The fully completed original tender document must be in a sealed envelope and be deposited in the tender box at Kareeberg Municipality, 10 Hanau Street, Carnarvon, 8925 by not later than 12:00 on Wednesday, 30 September 2026. The envelope must be clearly marked with the tender number, title, and closing date. Late bids or bids submitted by email or fax will under no circumstances be accepted.
