Mossel Bay Municipality has published an open tender for the supply and delivery of personal protective equipment (PPE) for a three-year period ending 30 June 2029. This procurement initiative presents a significant opportunity for suppliers of industrial safety equipment to partner with one of the Western Cape’s key municipalities.
Tender Overview
Mossel Bay Municipality invites suitably qualified suppliers to submit bids for the supply and delivery of personal protective equipment under tender number TDR22/2026/2027. The tender was published on Friday, 28 August 2026, with a closing date of Friday, 02 October 2026 at 12:00 PM. The required goods and services are to be delivered at 101 Marsh Street, Mossel Bay, 6606.
This is an open tender process, and the contract will run from 1 July 2026 to 30 June 2029. Bids must remain valid for 120 days after the closing date.
Scope of Work
The successful bidder(s) will be responsible for supplying a comprehensive range of personal protective equipment across 21 distinct items. Tenders are awarded per item, and bidders may bid on individual items or multiple items.
Items required include:
- Welding Gloves (elbow length)
- Chemical Gloves (wrist, elbow, and full length in sizes 8-11)
- Chainsaw Gloves and Chainsaw Trousers for forestry
- General Purpose Gloves and Multi-Purpose Gloves
- Aprons (welding/grinding and chemical resistant)
- Kidney Belts
- Forestry Helmet
- Eye Protection (goggles and spectacles)
- Face Shield for grinding
- Fall Arrest Safety Harness and Lanyard
- Wader Chest (sizes 6-13)
- Warm Winter Jacket (sizes S-XXXXL)
- Safety Hard Hat
- Reflective Vests and Reflective Jackets
- Sun Hat
- Rubber Household Cleaning Gloves
- Disposable Dust Masks/Respirators (FFP2)
Bidders must submit brochures for all items they price, with specifications on the brochure adhering to the requirements in Section 2.1 of the tender document. Failure to submit brochures will render the bid non-responsive.
Pre-Requisites and Compliance
Bidders must provide documentary proof for each item bid on:
- Distributor or Manufacturer Status: Manufacturers must submit a formal manufacturer’s declaration. Distributors must submit a letter of authorisation or distributorship agreement confirming authorisation for that specific product.
- Manufacturer Accreditation: Proof that the actual fabricator/manufacturer is SARS or SANS accredited, with valid accreditation certificates for each item’s underlying manufacturer.
- Product Compliance Proof: A valid SARS, ISO, SANS, or EN certificate for each item bid on, explicitly matching the applicable standard for that item.
Prices must include VAT and delivery costs and remain fixed for the duration of the contract. Delivery must be within two to three weeks after placement of an order, at the Municipal Stores in Schoeman Street, Mossel Bay.
Mandatory Documentation Required
Bidders must submit the following documents with their bids:
- Tax Compliance Status Pin from SARS
- Valid and relevant Letter of Good Standing from the Compensation Commissioner
- Municipal rates and taxes accounts for the bidder and directors for the month preceding bid closure (or required affidavits)
- Completed MBD forms including MBD1, MBD4, MBD5, MBD6.1, MBD8, and MBD9
- B-BBEE certificate or sworn affidavit
- Proof of company registration and identification documentation
- Resolution authorising the signatory (if applicable)
- CIDB registration number (if applicable)
Any unauthorised alteration to the bid document will disqualify the bid automatically. Tender documents may not be retyped.
Evaluation Criteria
Responsive bids will be evaluated using the 80/20 or 90/10 Preference Points System.
Price: 80 or 90 points
Specific Goals: 20 or 10 points maximum
Specific Goals allocation:
- 50% of the 20/10 points allocated for B-BBEE status level (with points ranging from 10 points for Level 1 to 0 points for non-compliant contributors under the 80/20 system)
- 50% of the 20/10 points allocated for locality:
- 10 points for enterprises within Mossel Bay municipal area
- 5 points for enterprises within the Garden Route District region
- 3 points for enterprises within the Western Cape Province and other Provinces
Submission Details
Fully completed tender documents must be placed in a sealed envelope, clearly marked with the tender number, title, and closing date, and placed in the tender box at the Entrance of the Mossel Bay Town Hall, 101 Marsh Street, Mossel Bay by not later than 12h00 on Friday, 02 October 2026. Faxed, emailed, and late tenders will not be accepted.
