The Department of Water and Sanitation (DWS) has published an open Request for Bid (RFQ) for the hire and maintenance of flushing chemical toilets to support its construction project along the Lower Berg River in the Western Cape. The tender, designated WTE-0572 CS, seeks a qualified service provider to supply and service chemical toilets for a six-month period as part of the ongoing maintenance of the 24 Rivers and Little Berg River Canals.
Tender Overview
The objective is to appoint a service provider to hire and maintain flushing chemical toilets for the Lower Berg River Government Water Scheme, which is part of the Western Cape Water Supply System (WCWSS). Bids must be deposited in the bid box at the DWS office in Paarl by 10 September 2026 at 11:00 AM. No briefing session is scheduled for this tender. The contract is estimated to be valued at less than R50 million, and therefore the 80/20 preferential procurement system will apply.
Scope of Work
The successful bidder will be responsible for providing eight flushing chemical toilet units for a period of six months. Key requirements include:
- Chemical toilets must comply with SANS 10400-Q and align with SANS/ISO 30500:2018.
- Units must feature a foot pedal pump flush system, an automatic sealing lever, and a built-in hand basin with at least a 20-litre capacity.
- Chemical liquids must be biodegradable and SABS approved.
- Servicing of toilets must be conducted once a week for the entire contract duration, including cleaning and pumping of fluids.
- All effluent must be disposed of at a licensed municipal works with proof of disposal provided.
- The service provider will be responsible for moving the units between areas as required.
Key Requirements
Bidders must be registered on the National Treasury Central Supplier Database (CSD) and be tax compliant. A valid SARS PIN and CSD report must be provided. An original or certified copy of a B-BBEE Status Level Verification Certificate must be submitted. Written proof of permission for disposal to a registered disposal site or a pre-approval letter from the municipality is required.

Evaluation Process
The evaluation follows a four-phase process: Mandatory Requirements, Administrative Compliance, Technical Evaluation and Specification Compliance, and Preference Points system. The 80/20 preference point system applies with points allocated for Women (5 points), People with Disability (5 points), Youth (5 points), Location of enterprise in Western Cape Province (2 points), and B-BBEE status level (3 points).
