Victor Khanye Local Municipality has published a tender for the appointment of a service provider to render comprehensive security services for a period of three years. The tender, designated T/SS/02/08/2026/2027, seeks a qualified and experienced security company to safeguard municipal infrastructure, assets, employees, and councillors across the Delmas jurisdiction.

Tender Overview

The primary objective is to protect the municipality’s infrastructure and assets against rising crime such as theft and vandalism, which cause disruption of services to the community . Bids must be submitted by 08 October 2026 at 10:00 AM at the Victor Khanye Local Municipality offices . A compulsory briefing session is scheduled for 02 September 2026 at 10:00 AM at Braamfitcher Hall (Main offices VKLM).

Scope of Work

The successful bidder will deliver security services across 29 identified sites. Key responsibilities include:

  • Deploying a total of 115 security officers comprising 95 unarmed and 21 armed guards across 29 sites .
  • Establishing and maintaining a fully functional 24-hour control room within 8 to 12 weeks of appointment .
  • Conducting a security assessment of all facilities and infrastructure upon appointment.
  • Managing access control to identified municipal buildings and facilities.
  • Providing VIP security guarding and armed reaction services as required.
  • Submitting written incident reports within 24 hours of any security breach.

Mandatory Requirements

Bidders must submit the following documentation:

  • A Full CSD Report (not older than 3 months)
  • Latest municipal account for the business and ALL directors (not older than 3 months, and not more than 90 days in arrears)
  • Valid security clearance of all directors
  • Insurance cover minimum R100,000,000 (Fidelity Guarantee and Public Liability)
  • Company PSIRA valid certificate
  • Valid Tax Clearance Certificate (SARS)
  • Completed SBD Forms (MBD 1, 4, 5, 6.1, 7.1, 8, and 9)

Evaluation Process

The evaluation follows a two-stage process :

Stage 1: Functionality Evaluation – Bidders must achieve a minimum of 60 points out of 100. Criteria include firearm competency certificates (20 points), previous contracts and reference letters (20 points), patrol vehicles (15 points), number of security officers employed (20 points), and financial capabilities (25 points).

Stage 2: Price and Specific Goals – The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals (Race, Gender, Disability, and Youth).
