The Passenger Rail Agency of South Africa (PRASA) has published a Request for Proposal (RFP) for the appointment of accredited training service providers to deliver safety-related and functional training programmes for employees within the Western Cape Region. The tender, designated WCR/11/08/2026, seeks to enhance workplace safety and ensure full compliance with the Occupational Health and Safety Act. This initiative aims to address the current gap where employees required to perform mandatory health and safety duties are unable to receive necessary training, compromising workplace safety and statutory compliance.
Tender Overview
The RFB seeks to appoint service providers to deliver comprehensive safety and functional training programmes to PRASA Rail Western Cape employees. Bids must be submitted by 28 September 2026 at 12:00 PM at the PRASA Tender Drop Off Office in Cape Town. A compulsory briefing session will be held virtually on 07 September 2026 at 10:00 AM via Microsoft Teams, with punctual attendance required.
Scope of Work
The appointed service provider(s) will deliver accredited training across safety and functional disciplines.
Safety-related training includes:
- First Aid Levels 1-3 (NQF Levels 2-3)
- Fire Fighting (NQF Level 2)
- Hazard Identification and Risk Assessment (HIRA) (NQF Level 2)
- Legal Liability (NQF Level 4)
- Hazardous Chemical Substances (NQF Level 4)
- Incident Investigation (NQF Level 6)
- Construction Regulations 2014
- Scaffolding Erector and Inspector
- Working at Heights
- Overhead Crane and Mobile Elevating Work Platform Operations
Functional training covers:
- ISO 9001:2018 (Introduction, Implementation, and Auditing)
- ISO 14001:2018 (Introduction, Implementation, and Auditing)
- ISO 45001:2018 (Introduction, Implementation, and Auditing)
- Operational Risk Management aligned with ISO 31000
All training must be delivered by facilitators with a minimum of five years’ experience and relevant certifications, including Assessor, Facilitator, and Moderator Certificates.
Mandatory Documents Required
Bidders must submit the following mandatory documentation:
- Price Schedule and Tender Form C (in a separate sealed envelope)
- Briefing Session Certificate (Form D) : Completed, signed, and attendance register signed
- Accreditation Documentation: Certified SAQA/QCTO accreditation for safety training, or SABS/SAIOSH/SANAS accreditation for functional training
- Letter of Good Standing (COIDA)
- Valid SARS PIN
- CSD Supplier Registration Number
- Proof of Bank Account (letter issued by the bank)
- Company Registration Documents
- Joint Venture/Consortium Agreement (if applicable)
- Certified ID Documents of Owners
Note: Service providers may ONLY bid for the services/training they are accredited for.
Evaluation Criteria
The bid evaluation follows a phased approach:
Stage 1: Compliance Requirements
- Stage 1A (Mandatory): Failure to submit mandatory documents leads to automatic disqualification
- Stage 1B (Other Mandatory): Documents may be requested within three working days at pre-award stage
- Stage 1C (Documents for Scoring): Non-submission results in zero points for applicable criteria
Stage 2: Technical/Functionality Requirements
- Minimum threshold of 70% required to proceed
- Company Track Record (30 points): Based on previous training delivery value
- Training Facilitators Experience and Qualification (25 points): Based on experience and certifications
- Training Plan (25 points): Comprehensive plan covering approach, methodology, schedule, and assessment
- Financial Capability (20 points): Based on latest financial statements
Stage 3: Price and Specific Goals
- 80 points allocated for price using the 80/20 preference point system
- 20 points allocated for specific goals (51% Black Women Owned, 51% Black Youth Owned, EME 51% Black Owned, 51% Black Owned, and Black People with Disability)
