Transnet Port Terminals (TPT) has published a Request for Proposal (RFP) for the appointment of a service provider to render industrial cleaning services at the Richards Bay Multi-Purpose Terminal on an as-and-when-required basis. The tender, designated TPT/2026/08/0964/10230/RFP, seeks a qualified contractor for a 36-month contract to maintain cleanliness across the terminal’s extensive operational areas, including quayside berths, stockpiles, and rail sidings handling diverse bulk and break-bulk cargoes.
Tender Overview
The primary objective is to acquire a service provider to carry out industrial cleaning services for a period of thirty-six (36) months on an as-and-when basis. Bids must be submitted electronically via the Transnet e-Tender Submission Portal by 25 September 2026 at 16:00 PM. A compulsory briefing session is scheduled for 04 September 2026 at 11:00 AM at the Transnet Port Terminal, Umhlathuze Building, in Richards Bay. Bidders must arrange their own permits at the Transnet Permit Office and arrive at least three hours early.
Scope of Work
The appointed service provider will deliver comprehensive cleaning and grass-cutting services across all operational zones, including:
- Cleaning of road surfaces, quayside, weighbridges, sheds, and stockpile areas.
- Grass cutting for designated sections (Neobulk, 7 series, 6 series, and Fleet department) once a week.
- Provision of all required Personal Protective Equipment (PPE), including overalls, safety boots, helmets, goggles, gloves, and dust masks, for a workforce comprising 80 general workers and 4 supervisors.
- Provision of all tools, consumables, and equipment, such as industrial hard brooms, wheelbarrows, shovels, spades, and steel debris rakes.
- Maintenance of high housekeeping standards and strict compliance with SHEQ requirements.
Key Requirements
Bidders must demonstrate a minimum of four (4) years’ cumulative experience in industrial plant cleaning by submitting reference letters from previous or current clients. The bidder must confirm in writing that they have a minimum of 90 resources available to execute the works. The company’s address must be within 30 km of the Richards Bay terminal to ensure rapid response times. A valid Letter of Good Standing (COIDA) relating to industrial cleaning must be submitted.
Evaluation Criteria
The bid evaluation follows a sequential process:
Stage 1: Administrative Responsiveness – Compliance with submission requirements and returnable documents. Stage 2: Substantive Responsiveness – Submission of mandatory requirements, including the COIDA letter. Stage 3: Technical Evaluation – Bidders must achieve a minimum of 70 points out of 100. This includes Company Experience (30 points), Availability of Tools and Resources (30 points), and Proximity to the Terminal (40 points). Stage 4: Price and Specific Goals – 80 points for price and 20 points for specific goals.
