The Northern Cape Department of Roads and Public Works has published an open Request for Bid (RFB) for the provisioning of office accommodation for the Department of Transport, Safety and Liaison – Ministry in Kimberley. The tender, designated DRPW 001/2026, seeks to lease suitable office space for a five-year period to house the Ministry’s operations.
Tender Overview
The primary objective is to acquire office accommodation that meets specific spatial and technical requirements for the Ministry. Bids must be submitted in a sealed envelope to the Department of Roads and Public Works, 9/11 Stockroos Street, Tebogo Leon Tume Complex, Squarehill Park, Kimberley, by 17 September 2026 at 11:00 AM. A compulsory briefing session is scheduled for 07 September 2026 at 11:00 AM at the same venue.
Scope of Work
The required office accommodation totals approximately 352m² of usable space, comprising office areas (150m²) and additional facilities (202m²) . The space must accommodate 10 staff members, including the MEC, Personal Assistant, Secretary, and other Ministry officials.
Additional non-negotiable requirements include:
- 5 secure lockable parking bays and 10 undercover parking bays.
- 2 x 5000-litre water tanks and backup electricity.
- 24/7 security with secure fencing, electric fencing, and electronic access control.
- Non-slip ceramic tiles, security doors, fire doors, and burglar bars.
- Air-conditioning (9000 BTU in offices, 18000 BTU in server rooms/boardrooms).
- Soundproof offices and disability access.
- Compliance with all Occupational Health and Safety regulations, including emergency escapes and firefighting equipment.
Key Requirements
Bidders must provide valid documentation including:
- Proof of ownership, proxy, or a signed offer to purchase.
- A valid agreement for the duration of the lease contract (if applicable).
- A valid Electrical Certificate of Compliance.
- A valid Zoning Certificate of the building.
- CSD registration and a valid Tax Compliance Status PIN.
- A pricing breakdown schedule as specified in the Terms of Reference.
Evaluation Criteria
The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals . Building preference is given to ready-to-occupy buildings (1st preference), available buildings with renovations (2nd preference), and new construction with proof of land ownership (3rd preference). Renovations or construction must be completed within 18 months.
