The Eastern Cape Department of Health has published an open Request for Bid (RFB) for the provision of comprehensive security services at Fort England Hospital. The tender, designated SCMU3-26/27-0077-AM, seeks to appoint a qualified service provider for a 36-month contract to ensure a safe and secure environment for staff, patients, and visitors.
Tender Overview
The RFB seeks a specialized security service provider to deliver 24/7 security services at Fort England Hospital in Makhanda. Bids must be submitted electronically via the e-Tender portal by 18 September 2026 at 11:00 AM. A hybrid compulsory briefing session is scheduled for 02 September 2026 at 11:00 AM at the Fort England Hospital Club House, with a virtual Microsoft Teams option available.
Scope of Work
The appointed service provider will be responsible for comprehensive security operations, including:
- Deploying 101 security personnel: 1 Grade A Site Manager, 4 Grade B Supervisors, and 96 Grade C Security Guards.
- Managing 24/7 access control, patrolling, and searching procedures across hospital wards, high-risk complexes, maximum-security units, and perimeter areas.
- Operating a security control room with CCTV monitoring and radio communication.
- Providing specialised therapeutic security for a psychiatric hospital environment.
- Maintaining detailed registers and occurrence books for all security activities.
- Supplying all required equipment, vehicles, radios, and uniforms.
Mandatory Requirements
Bidders must submit the following mandatory documentation:
- Valid PSIRA Company and Director registration certificates (certified within 90 days).
- Registration with the National Bargaining Council for the Private Security Sector (NBCPSS) and Private Security Sector Provident Fund (PSSPF).
- Valid COIDA certificate and Public Liability Insurance.
- Compliance with NBCPSS rates as per Government Gazette 50065.
- CSD registration and proof of tax compliance.

Evaluation Process
The bid evaluation follows a four-stage process:
Stage 1: Administrative Compliance – Bidders must comply with all mandatory requirements, including attendance at the compulsory briefing session .
Stage 2: Functionality Evaluation – Bidders must achieve a minimum of 55 points out of 80 to qualify. Key criteria include Company Experience (15 points), Qualification of Key Personnel (15 points), Experience of Key Personnel (15 points), Human Resources (25 points), and Methodology (10 points).
Stage 3: Price and Specific Goals – The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals, including HDI ownership, women ownership, youth ownership, disability ownership, military veterans ownership, and locality ownership.
Stage 4: In-Loco Inspection – The department reserves the right to conduct physical inspections to verify information provided.
