Eskom Holdings SOC Ltd has published a Request for Proposal (E3370GCDMPKUS) inviting experienced catering service providers to manage food services at the Kusile Power Station Project. This tender seeks a qualified partner to deliver high-quality meals and canteen operations.

Tender Overview and Key Dates

This Request for Proposal, issued on 19 August 2026, seeks to appoint a service provider for catering services . Bids must be submitted electronically via the Eskom E-tendering site by 10 September 2026 at 10:00 . A non-compulsory clarification meeting will be held on 31 August 2026 at 10:00 via MS Teams .

Functionality Requirements

Bidders must achieve a minimum 70% threshold for functionality to qualify . Evaluation criteria include:

  • Company Experience: Catering contracts serving more than 500 meals per day for the last 3 years (10% weighting)
  • Integrated HR Plan: Organogram showing proposed management and staffing structure (10%)
  • Key Personnel: CVs and qualifications for Project Manager, Head Chef, Production Manager, and Nutritionist (40% combined)
  • Mobilisation Plan: Detailed plan for taking over and serving meals from day one (10%)
  • Operations Continuity: Contingency planning for unforeseen disruptions (5%)
  • Maintenance Plan: Equipment and furniture maintenance (10%)
  • Processes: Cooking, storage, production, and distribution (10%)
  • Cleaning and Hygiene: Comprehensive plan (5%)

Mandatory Documentation

Bidders must submit a comprehensive package including:

  • Certificate of Acceptability (Regulation R638 of 2018)
  • Proof of Registration with the Federated Hospitality Association of South Africa (FEDHASA)
  • Authorisation Form, Integrity Declaration, and all SBD forms
  • NEC3 Term Services Contract completed
  • Pricing Schedule in PDF and Excel format
  • Quality Management System documentation (ISO 9001 compliance)
  • Health and Safety Plan with baseline risk assessment
  • COIDA Certificate of Good Standing
  • Annual Financial Statements for financial analysis

Specific Goals and Preference Points
